POSITION SUMMARY

United Energy Workers Healthcare is seeking an experienced independent contractor to design, build, document, and support secure, reliable data integrations. This 1099 engagement is expected to average 10 to 20 hours per week, based on project needs and mutually agreed priorities. The ideal contractor combines hands-on Python and Apache Airflow development with strong REST API integration experience and practical Snowflake data architecture expertise. The contractor will partner with IT and business stakeholders to turn operational and healthcare data into governed, reusable, and supportable data products.

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Design, develop, test, deploy, and maintain Python-based data integration and transformation workflows.
  • Build and support Apache Airflow DAGs, including scheduling, dependency management, retries, alerting, logging, and operational monitoring.
  • Integrate third-party and internal systems through REST APIs, including authentication, pagination, rate limits, error handling, and incremental data extraction.
  • Design scalable Snowflake data structures and data flows, including staging, dimensional or analytical models, reusable data layers, and performance-conscious patterns.
  • Create automated validation, reconciliation, and data quality checks to improve reliability and trust in integrated data.
  • Produce clear technical documentation, source-to-target mappings, runbooks, and support handoff materials.
  • Collaborate with IT, analytics, security, compliance, and business stakeholders to clarify requirements and deliver practical solutions.
  • Apply secure development and data-handling practices appropriate for healthcare information, including PHI and PII, access controls, secrets management, and least-privilege principles.
  • Troubleshoot production issues, identify root causes, and implement durable corrective actions.
  • Provide concise progress updates, raise risks early, and manage work independently against agreed deliverables.
  • Perform other project-related duties as mutually agreed.

Qualifications

ENGAGEMENT EXPECTATIONS

  • Independent contractor engagement under a 1099 arrangement.
  • Approximately 10 to 20 hours per week, with workload varying by project priorities.
  • Remote work is anticipated; occasional scheduled meetings during normal business hours may be required.
  • Contractor is responsible for managing assigned work, meeting agreed deadlines, and maintaining effective communication.
  • Contractor must comply with applicable confidentiality, security, privacy, and data-use requirements.

SUPERVISORY RESPONSIBILITY

This position has no supervisory responsibility. The contractor may provide technical guidance and design recommendations to project participants.

PREFERRED QUALIFICATIONS

  • Demonstrated professional experience developing production-quality data integrations with Python.
  • Hands-on experience designing, operating, and troubleshooting Apache Airflow workflows.
  • Strong experience consuming REST APIs and working with JSON, authentication methods, pagination, rate limiting, and resilient error handling.
  • Experience designing data architecture and analytical data models in Snowflake.
  • Working knowledge of SQL, Git-based version control, automated testing, CI/CD practices, and environment promotion.
  • Experience with cloud platforms, secure secrets management, observability, and data pipeline monitoring.
  • Ability to translate ambiguous business needs into maintainable technical solutions and documentation.
  • Healthcare data integration experience and familiarity with HIPAA-aligned data handling are strongly preferred.
  • Experience working independently in a part-time consulting or contract capacity.
  • Must successfully complete any background screening required for the engagement.

Pay Range

USD $75.00 - USD $100.00 /Hr.
