Full description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The I&IT PMO manages and measures effectiveness of I&IT as a business through KPIs and performance tracking while leading governance, risk management, and compliance frameworks for all I&IT projects & programs.

This is a long-term contract for duration of 13 months

As a part of this mandate, the PMO:

  • Ensure alignment between IT initiatives and enterprise strategy.
  • Manages and optimizes I&IT project portfolio aligned to strategic objectives.
  • Supports financial tracking, budgeting, and capital planning processes.
  • Drives continuous improvement, process standardization, and PMO maturity.
  • Oversees project governance, risk management, and compliance frameworks
  • Coordinates procurement, staff augmentation, and resource management.
  • Leads enterprise reporting, dashboards, and analytics in industry standard tools (e.g., Asana, Power Automate and Power BI).

What will I be doing?

Portfolio Management & Performance Reporting

  • Oversee governance, risk, and compliance for projects and programs
  • Define and track KPIs, dashboards, and performance reports
  • Defines, documents, reports upon and evolves key performance indicators (KPIs) aimed at measuring and monitoring the I&IT business unit
  • Align with the Metrolinx wide Governance to build, roll out and change manage I&IT wide PMO processes in industry standard tools such as Asana and Microsoft Power Automate
  • Lead Power BI dashboard creation and enterprise reporting deliverables.
  • Monitor budgets, financials, and business benefits realization.
  • Manage project portfolio (approx. $100M–$150M) and prioritize initiatives.
  • Executes on the I&IT Delivery framework, governing projects to the artifacts, processes and mandatory requirements.
  • Coordinate capital funding submissions and procurement activities.

Leadership / Management

  • Manages the development, enhancements and governance of IT Project Delivery Framework across the division
  • Drive PMO frameworks, processes, and continuous improvement initiatives.
  • Aids the readiness process of capital funding submission requests to the Investment Panel
  • Tracks, monitors and reports on timing of capital investment submissions
  • Lead teams, provide direction, and manage performance outcomes.
  • Collaborate with stakeholders, executives, and cross-functional teams.

Communications & People Change Management

  • Coordinates reporting updates with Delivery teams to ensure optimal use of time when reporting project status to Leadership.

Customer/Stakeholder

  • Collaborate with Director, I&IT PMO and the I&IT Leadership team while providing support, advice and expertise in planning and execution of I&IT activities.

Financial Stewardship

  • Provides guidance, approvals and support to Senior Program Management regarding the planned budgets and business case for Technology products and services (including participation in project board meetings) for alignment to I&IT and business strategies and priorities.

People Leadership

  • Provides creative thought leadership with input from others to develop and deploy a strategic vision; connects and aligns projects with strategic enterprise goals; demonstrates leadership and core competencies at a high level of development and is an exemplary model of living the Metrolinx Values and Code of Ethics.

What Skills and Qualifications Do I Need?

Qualification:

  • Degree in Business Administration, Information Systems, or related field (MBA is an asset)
  • Accounting designation is considered an asset (CPA, CMA, CA)
  • Asana, Power BI, Power Automate, Project Management Professional (PMP) or PRINCE2, Agile certification (Agile Certified Professional, Certified Scrum Product Owner) ITIL Foundations Certified Product Manager and PROSCI certification are assets

Experience

  • Demonstrated years’ experience in IT/business planning, Project Management Office and 5+ demonstrated management and governance of large, complex portfolios or programs
  • Strong knowledge of project management, governance, and financial management.

Technical Competencies:

  • Understands key financial processes / concepts such as business planning, budgeting, financial modeling, ROI development, value for money analysis and multi-year financial forecasting
  • Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e. development, project progress) and monitor project activities for adherence to timelines, budgets, and project performance objectives
  • Advanced Power BI, Excel, and data visualization skills.
  • Strong analytical, reporting, and KPI development capabilities.
  • Leadership experience managing teams and cross-functional stakeholders.
  • Excellent communication, presentation, and stakeholder management skills.
  • Strong attention to detail, problem-solving ability, and self-starter mindset.
  • Demonstrated hands-on experience related to business analysis and configuration of industry standard tools such as Asana, Microsoft Power BI and Microsoft Power Automate.
