Position Summary:
Inadev is seeking a Senior O&M Business Analyst / Quality Assurance Lead to support the SEC Legacy EDGAR Operations & Maintenance program. This role serves as the primary functional and quality assurance lead responsible for ensuring operational services, enhancement requests, defect resolution, and maintenance activities align with SEC business requirements, service level agreements, and quality standards.
The Senior O&M BA/QA Lead will act as the bridge between SEC stakeholders, product owners, operations teams, developers, infrastructure personnel, and support staff. The individual will oversee requirements analysis, business process validation, production defect management, testing activities, release validation, and operational quality metrics while supporting ongoing modernization and maintenance initiatives.
Key Responsibilities:
Business Analysis & Stakeholder Engagement
- Serve as the primary liaison between SEC business stakeholders and technical teams.
- Analyze operational issues, service requests, enhancement requests, and business process improvements.
- Facilitate requirements gathering sessions, workshops, and stakeholder reviews.
- Translate business needs into functional requirements, user stories, use cases, and acceptance criteria.
- Maintain requirements traceability throughout the change lifecycle.
O&M Requirements Management
- Assess operational impacts of production changes, enhancements, and defect resolutions.
- Support backlog management and prioritization activities.
- Analyze production incidents and identify opportunities for process improvement.
- Validate alignment between system functionality and SEC business requirements.
- Support change control and release management activities.
Quality Assurance Leadership
- Develop and maintain O&M quality assurance processes, standards, and procedures.
- Lead test planning, test execution, and test reporting activities.
- Oversee functional, integration, regression, user acceptance, and operational testing efforts.
- Ensure defects are documented, tracked, prioritized, and resolved effectively.
- Validate production fixes prior to deployment.
Production Support & Defect Management
- Analyze recurring incidents, operational defects, and user-reported issues.
- Coordinate root cause analysis activities with technical teams.
- Verify corrective actions and preventive measures.
- Track defect metrics and support continuous service improvement initiatives.
- Ensure defects are resolved within established service levels.
Release Validation & Operational Readiness
- Participate in release planning and deployment readiness reviews.
- Validate change requests and operational impacts.
- Support post-deployment verification and production validation activities.
- Ensure release documentation and testing artifacts meet SEC standards.
- Verify successful implementation of operational improvements.
Performance Monitoring & Reporting
- Develop quality dashboards, operational reports, and performance metrics.
- Track SLA performance, defect trends, test execution results, and operational quality indicators.
- Present findings and recommendations to SEC stakeholders and program leadership.
- Support monthly, quarterly, and annual performance reviews.
Compliance & Documentation
- Ensure documentation complies with SEC standards and operational policies.
- Review SOPs, user guides, training materials, and operational procedures.
- Support audit responses and compliance reviews.
- Maintain traceability between requirements, testing, defects, and implemented changes.

Requirements
Non-Technical Requirements:
- Must be a U.S. Citizen.
- Must be willing to work a HYRBID Schedule (3-4 Days) in Reston, VA & client locations in the Washington D.C. area as required.
- Ability to pass a 7-year background check and obtain/maintain a U.S. Government Clearance

Required Qualifications:
- Bachelor's degree in Business Administration, Information Systems, Computer Science, or related discipline.
- Minimum 8 years of experience supporting federal IT systems as a Business Analyst, QA Lead, or similar role.
- Minimum 5 years of experience supporting Operations & Maintenance programs.
- Experience managing requirements, testing, defect management, and stakeholder engagement activities.
- Strong knowledge of SDLC, Agile, and IT Service Management practices.
- Experience creating test plans, test cases, requirements documentation, and operational reports.
- Strong analytical, problem-solving, and communication skills.
Preferred Qualifications:
- Experience supporting SEC systems, EDGAR, EDGAR Next, or financial regulatory platforms.
- Experience supporting mission-critical production environments.
- Knowledge of federal software quality assurance standards and best practices.
- Familiarity with Jira, Azure DevOps, ServiceNow, HP ALM, or equivalent tools.
- Experience supporting Agile development and DevSecOps environments.
- Certified Scrum Master (CSM), CBAP, PMI-PBA, ISTQB, or equivalent certifications.
- Knowledge of FISMA and NIST compliance requirements.
