OVERVIEW
As part of the digital transformation of public administration, the Ministry of Culture of Ukraine is implementing electronic registries and information systems that ensure transparency, efficiency of governance, and access to public services.
The “Diya.Engine” platform serves as a core technological infrastructure for the development and operation of the following four state registries: Register of the Basic Network of Cultural Institutions (Реєстр базової мережі закладів культури); State Register of Publishers, Producers, and Distributors of Publishing Products (Державний реєстр видавців, виготовлювачів і розповсюджувачів видавничої продукції); Register of Applications and Recipients of State Support in the Cultural Sector (Реєстр заявок та отримувачів державної підтримки у сфері культури); Register of Masters of Folk Arts and Crafts (Реєстр майстрів народних художніх промислів).
Given the critical importance of these systems, there is a need to implement modern DevOps practices, automate processes, ensure high availability of services, and develop modern, intuitive user interfaces. Furthermore, the Ministry requires comprehensive full-stack development and continuous web administration to modernize existing legacy web portals, deploy cost-effective content management systems, and integrate Artificial Intelligence (AI) solutions into public-facing services.
To ensure stable, secure, and scalable operation of the “Diya.Engine” platform, related state registries, and web interfaces.
To achieve this objective, it is necessary to ensure:
- implementation of CI/CD practices;
- full-stack development and website creation;
- automation of deployment processes;
- continuous administration of web interfaces and CMS platforms;
- integration of AI technologies;
- compliance with modern web development and information security standards.
ASSIGNMENTS
The objective of the assignment is to ensure full DevOps support of the “Diya.Engine” platform, including process automation, infrastructure support, monitoring, security, and integration of state registries.
Scope of Work and Tasks
● Development and maintenance of CI/CD pipelines, including automation of testing, build, and deployment processes. ● Administration of infrastructure, databases, and continuous support of web-based administration interfaces. ● Full-stack development, including the creation of new websites and web portals from scratch. ● Deployment, customization, and administration of informational web interfaces and auxiliary web resources using open-source, cost-effective Content Management Systems (CMS), particularly WordPress, to ensure efficient and free-of-charge content management workflows; not applicable to the core state registries hosted on the "Diya.Engine" platform. ● Re-engineering and modernization of legacy web platforms, including the reconstruction and deployment of fully functional websites based on recovered static data, parsed HTML/CSS archives, or legacy site builders. ● Development, maintenance, and UI/UX optimization of user interfaces, web forms, and public dashboards for the core state registers of the Ministry of Culture of Ukraine on the "Diya.Engine" platform. ● Implementation of Artificial Intelligence (AI) tools and machine learning APIs to optimize data processing, automate tasks, and enhance web user experience. ● Implementation of Infrastructure as Code (IaC) approaches and configuration of monitoring, logging, and auditing systems. ● Integration of front-end components with backend services, databases, and APIs of state systems. ● Management of secrets, certificates, secure environment configurations, and application of security patches. ● Optimizing database performance, web application responsiveness (mobile-first approach), and cross-browser compatibility. ● Ensuring DevOps support, infrastructure stability, and seamless CI/CD deployment pipelines for the specific state registers hosted on the platform: - Register of the Basic Network of Cultural Institutions (Реєстр базової мережі закладів культури); - State Register of Publishers, Producers, and Distributors of Publishing Products (Державний реєстр видавців, виготовлювачів і розповсюджувачів видавничої продукції); - Register of Applications and Recipients of State Support in the Cultural Sector (Реєстр заявок та отримувачів державної підтримки у сфері культури); - Register of Masters of Folk Arts and Crafts (Реєстр майстрів народних художніх промислів).
CONTRACT DURATION
Duration: until February 28, 2027.
DELIVERABLES
1. Uninterrupted operation of the four state registries is ensured with availability of at least 99.5%. 2. Effective CI/CD processes and infrastructure maintenance implemented to support expected transaction volumes. 3. Stable, responsive, and user-friendly operation of the front-end components and newly created websites is ensured. 4. Legacy web resources are successfully reconstructed, modernized, and integrated into modern scalable frameworks or open-source CMS solutions like WordPress. 5. AI solutions are successfully integrated into web interfaces and administrative workflows. 6. Monitoring, web administration, and incident response systems are established.

REQUIRED QUALIFICATIONS
EDUCATION
● Higher education in IT or related fields.
WORK EXPERIENCE
● At least 3 years of practical experience in DevOps engineering, full-stack development, or web development. ● Experience with CI/CD tools and Docker; experience with Kubernetes/OKD and Infrastructure as Code (IaC) is an advantage. ● Experience in administering relational databases (PostgreSQL, MySQL). ● Proficiency in HTML5, CSS3, JavaScript (ES6+), and modern JS frameworks (e.g., React, Vue, or Angular) for full-stack development. ● Practical experience in developing, configuring, and maintaining web resources based on WordPress. ● Experience in web migration and modernization of legacy web resources is an advantage. ● Experience integrating AI APIs into web applications is an advantage. ● Experience in continuous website administration, technical support, and content management via web interfaces.
SKILLS AND COMPETENCIES
● Understanding of information security principles and UI/UX best practices.
LANGUAGES
● Fluency in Ukrainian; upper-intermediate level of English required.
