Project Policy Manager

Job Description:

Involves analytical studies on a variety of policies, projects, programs and issues in support of a function, research initiative, program and / or organizational unit, or in research of new or changing systems and programs. Assists in policy and program planning, development, administration, management and implementation; interprets, monitors and analyzes information regarding policies and procedures and provides consultative services to department administrators and other stakeholders.

Department Description:

The Department of Medicine (DOM) is the largest department in the School of Medicine (SOM), UCSF. The mission of the Department includes research, teaching, patient care, and public service. The Department has a decentralized organizational structure across four sites (Parnassus, SFGH, VAMC, and Mission Bay) and approximately 38 divisions. Authority and accountability for the Department rest with the Department Chair who heads the Parnassus site and directs the Vice Chairs/Chiefs at the SFGH and VAMC sites.

The UCSF Division of Hospital Medicine at Parnassus, founded in 1996, is widely considered one of the leading academic hospital medicine groups in the nation. We currently have more than 190 faculty and 30 staff members. The division’s Research Core comprises 7 full-time investigators and a Senior Statistical Scientist. Responsibilities

Key Responsibilities:

Program & Project Leadership

• Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization.
• Leads efforts to conduct highly complex analyses across a broad spectrum of programs, policies and initiatives or provides in-depth, complex analyses as a specialist in the academic research field.
• Independently lead the end-to-end operational execution of complex, multi-site research and policy initiatives, including NIH-funded pragmatic clinical trials
• Develop, implement, and oversee new programs, governance structures, and operational workflows with broad organizational impact
• Lead coordination across internal departments, external institutions, vendors, and regulatory bodies

Advanced Analysis & Decision Support

• Provide analyses for complex academic data, systems and resource projects working directly with internal and external constituents
• Design and conduct advanced analytical studies across diverse and complex datasets, including large scale administrative and clinical data sources from the electronic health record
• Apply and select appropriate statistical analysis to inform quality improvement and operational initiatives and research questions using common statistical programming languages
• Lead data harmonization and analytic readiness efforts for large, multi-institutional datasets and analysis

Policy, Regulatory & Compliance Oversight

• Develops and advocates solutions to organizational or research program issues, including developing and administering new systems, policies, processes, or programs.
• Provide leadership for regulatory oversight, ensuring compliance with institutional and local data governance and security standards
• Develop and implement compliance workflows, methods of procedure (MOPs), Scope of Work (SOW’s) and data-sharing frameworks for internal and external collaborations
• Establish and convene governance bodies such as Data and Safety Monitoring Boards (DSMBs) and Community Advisory Boards (CABs)
• Collaborates with partners to coordinate the development, implementation and monitoring of new programs and processes.

Academic Research Coach consulting

• Research, draft, and author complex reports, progress updates, executive summaries, and regulatory documentation for internal and external funding bodies
• Contribute to grant proposals, including NIH and PCORI submissions
• Support scholarly dissemination through peer-reviewed manuscripts, abstracts, and national and international presentations
• Develop research protocols and complete regulatory requirements for completion of research studies
• Guides and directs planning which may include senior management, faculty, and / or external constituencies.
• May lead a team of lower level analytical, research and administrative staff.

Qualifications

Required Qualifications:

• Bachelor's degree in related area and five or more years of relevant experience and / or equivalent experience / training.
• Advanced knowledge of common organizational- or research-specific and other computer application programs.
• Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
• Ability to use discretion and maintain all confidentiality.
• Advanced project management skills.
• Thorough knowledge of organizational or initiative processes, protocols and procedures.
• Ability to multi-task with demanding timeframes.
• Advanced knowledge of applicable policy analysis techniques.
• Advanced analytical/problem-solving skills.
• General understanding of scientific theory and methods
• General programming and statistical skills in a common statistical language (such as SAS, STATA, R).
• Demonstrated expertise in regulatory compliance, data governance, and program implementation.
• Proven ability to lead cross-functional, multi-institutional initiatives and research studies with minimal direction.

Preferred Qualifications:

• Master’s degree in an applicable public health or research-related field, or equivalent combination of education and relevant experience.
