Job Title: Project Manager

Location: Rockville, MD

Clearance: Public Trust

The Project Manager serves as the primary point of accountability for the successful planning, execution, delivery, and oversight of complex information technology projects supporting federal government operations. This position requires an active or attainable Public Trust clearance and is performed onsite in Rockville, Maryland. The selected candidate will lead cross-functional teams and manage projects throughout the entire project lifecycle, ensuring delivery of high-quality solutions that meet organizational objectives, customer requirements, and contractual commitments.

Key Responsibilities

  • Lead and manage multiple concurrent IT projects from initial concept, requirements gathering, and planning through implementation, deployment, and operational transition.
  • Serve as the single point of contact for project stakeholders, government leadership, technical teams, vendors, and end-users regarding project status, risks, issues, and deliverables.
  • Define project objectives, scope, requirements, milestones, success criteria, and resource needs in collaboration with stakeholders and program leadership.
  • Develop and maintain comprehensive project documentation, including project charters, integrated master schedules, work breakdown structures, risk registers, communications plans, and status reports.
  • Facilitate Agile ceremonies including sprint planning, daily standups, backlog refinement sessions, sprint reviews, retrospectives, and stakeholder meetings to ensure transparency and project momentum.
  • Monitor project performance against established schedules, budgets, quality standards, and contract requirements, proactively addressing risks and resolving issues before they affect project outcomes.
  • Coordinate activities across business, technical, cybersecurity, infrastructure, application development, and operations teams to ensure seamless integration and delivery of project objectives.
  • Analyze project metrics, performance indicators, and progress reports to identify trends, recommend corrective actions, and drive continuous process improvement initiatives.
  • Manage project dependencies and integration efforts across multiple workstreams while ensuring alignment with organizational priorities and strategic goals.
  • Provide technical and analytical leadership to project teams by identifying challenges, evaluating alternatives, recommending solutions, and implementing corrective actions when necessary.
  • Conduct stakeholder engagement activities to ensure project requirements are clearly defined, documented, approved, and successfully translated into deliverable solutions.
  • Ensure compliance with federal policies, organizational procedures, quality assurance standards, security requirements, and project management best practices.
  • Lead risk management activities, including identification, assessment, mitigation planning, contingency development, and issue resolution.
  • Prepare and present executive-level briefings, project updates, dashboards, and performance reports to senior leadership and government stakeholders.
  • Review and approve project deliverables to ensure quality, completeness, and adherence to contractual and technical requirements.
  • Support change management efforts by evaluating impacts, managing project scope changes, documenting requirements modifications, and communicating adjustments to stakeholders.
  • Collaborate with Information Technology, Information Systems, Client Services, and end-user communities to ensure successful implementation and adoption of delivered solutions.
  • Establish and maintain effective working relationships with customers, business partners, and project team members to promote collaboration and mission success.

Required Qualifications

  • Bachelor's degree in Information Technology, Business Administration, Computer Science, Engineering, or a related field.
  • Minimum of 7+ years of experience managing complex IT projects in a government or enterprise environment.
  • Experience leading projects utilizing Agile, Scrum, Waterfall, and hybrid project management methodologies.
  • Demonstrated success managing project schedules, budgets, resources, risks, and stakeholder expectations.
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities simultaneously.
  • Excellent written, verbal, and presentation communication skills.
  • Experience working directly with executive leadership, technical teams, and end-users.
  • Ability to obtain and maintain a Public Trust clearance.
  • Must be able to work onsite in Rockville, MD.

Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • Certified Scrum Master (CSM) or Agile certification.
  • Experience supporting federal government agencies and contract environments.
  • Knowledge of ITIL, SDLC, cybersecurity frameworks, and IT service management best practices.
  • Experience with project management tools such as Microsoft Project, Azure DevOps, Jira, ServiceNow, or similar platforms.
