Brief Job Description:
This Senior Business Analyst role includes product ownership and Scrum Master responsibilities in support of modernization and AI-enabled technology initiatives.
Performs highly complex computer systems analysis, business analysis, product ownership, and agile delivery support work. Work involves gathering, analyzing, and documenting business and technical requirements; translating user needs into clear specifications, epics, user stories, and acceptance criteria; supporting modernization and AI-enabled technology initiatives; coordinating with business, product, engineering, security, data, and program stakeholders; and helping ensure solutions are practical, measurable, and aligned with agency needs. The position supports intake, planning, backlog readiness, process analysis, sprint coordination, solution validation, documentation, training, and adoption of enterprise technology capabilities.
The position facilitates communication, prioritization, and decision-making across stakeholders to ensure requirements are clearly understood, delivery work is properly sequenced, risks are identified early, and implemented solutions support measurable business outcomes.
Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Performs Scrum Master responsibilities by facilitating agile ceremonies, supporting sprint planning and execution, tracking action items, risks, issues, impediments, and dependencies, and providing delivery status updates to support timely completion of assigned work.

Coordinates business review, user acceptance testing, solution validation, and implementation readiness activities to confirm delivered capabilities meet approved requirements and intended business outcomes.

Prepares workflow diagrams, process documentation, user guidance, training materials, meeting notes, and communication materials to support stakeholder alignment and adoption of delivered solutions.

Knowledge Skills Abilities:
- Knowledge:
- Thorough knowledge of computer systems analysis principles, data modeling, and enterprise SDLC workflows.
- Thorough knowledge of Agile frameworks, including Scrum and Kanban methods, and Scaled Agile (SAFe) principles for public sector software delivery.
- Thorough knowledge of core Artificial Intelligence (AI) paradigms, Large Language Models (LLMs), retrieval-augmented generation (RAG), and prompt engineering terminology.
- Skills:
- Strong skill in analyzing complex, unstructured business workflows and translating them into clear epics, user stories, acceptance criteria, and technical system specifications.
- Strong skill in leveraging enterprise project tools, such as Jira or Azure DevOps, to monitor team velocity, burn-down metrics, and manage complex sprint backlogs.
- Strong skill in conducting structured backlog refinement, story mapping, and collaborative technical requirements gathering with engineering teams.
- Abilities:
- Ability to define Minimum Viable Products (MVPs) and map clear strategic paths for high-impact AI capabilities.
- Ability to serve as an agile team facilitator, helping resolve technical roadblocks and cross-team dependencies.
- Ability to communicate complex AI architectures clearly to non-technical state stakeholders, executive leadership, and agency program business units.

Required:
- Graduation from an accredited four-year college or university with major coursework in business administration, computer science, management information systems, or a related field. Experience may substitute for education on a year-for-year basis.
- Minimum of 4 years of experience in business analysis or in agile project coordination
Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
