Deer Park Refining Limited Partnership (DPRLP) known as PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Purpose

The Venture Economist / Market Analyst supports the economic performance of PEMEX Deer Park Refinery by combining market insight, refinery economics, commercial analysis, and stakeholder management. The role provides timely analysis and recommendations to support trading, optimization, planning, contract management, and investment decisions while maintaining strong relationships with Shell Chemicals and other third-party partners.

Dimensions

Position reports to the Business Development Manager and supports commercial contracts, market intelligence, refinery economics, optimization, business planning, strategic planning, trading support, and capital investment analysis. The role works closely with Commercial, Economics & Scheduling, Finance, Production, Technology, Shell Chemicals, and other external partners.

Accountabilities & Responsibilities

  • Monitor and ensure PEMEX Deer Park and Shell Chemicals abide by contractual agreements including the MSA Contracts.
  • Coordinate PEMEX Deer Park’s efforts to resolve questions and issues between PEMEX Deer Park Refinery and third parties.
  • Interpret PEMEX Deer Park contracts and, when necessary, negotiate changes to the contracts.
  • Develop monthly and strategic price sets, market outlooks, and scenarios to support refinery optimization, business planning, strategic planning, and investment decisions.
  • Analyze market trends, refinery economics, competitive position, margins, risks, and opportunities to inform commercial and operational decisions.
  • Support crude and product trading activities through timely market analysis, risk-position awareness, exposure monitoring, and management reporting.
  • Use economic models, LP outputs, and sensitivity analysis to evaluate optimization opportunities and medium- to long-term capital investments.
  • Prepare clear communications for leadership and site stakeholders on market conditions, business impacts, and recommended actions.
  • Partner with Economics & Scheduling and provide analysis, ad hoc support, and backfill coverage for Economist and Optimizer activities as needed.

Job Knowledge, Skills & Experiences

Key qualifications:

  • Bachelor’s degree in Business, Engineering, Economics, or equivalent experience.
  • Minimum 5 years of experience in a refinery, chemical plant, energy market, commercial, economics, or business analysis role.
  • MBA preferred but not required.

Experience requirements:

  • Strong understanding of refinery economics, hydrocarbon management, market dynamics, and refinery optimization.
  • Experience with market analysis, price forecasting, scenario development, margin analysis, and investment economics.
  • Ability to interpret LP outputs, economic models, market signals, and risk exposures to support business decisions.
  • Strong commercial judgment, negotiation skills, stakeholder management, and written and verbal communication skills.
  • Proficient with Microsoft Excel, PowerPoint, and Word.
