Job Title: Project Manager, FoE programme

Location: France or remote within an approved MENA/Europe location

Workplace Designation: Fully Remote

Duration: 48 months

Reporting to: Head of Programme

Supervisory Responsibilities: Project coordinator - 1 Direct report

GENERAL FUNCTION

Under the supervision of the Head of FoE Programme, the Project Manager will lead Internews International’s implementation of a 4-year EC funded programme aimed to strengthen independent media and content creators in the MENA region through targeted financial support, capacity building, and digital innovation. This role will provide project management and fiscal oversight of the project, and leads on strategy development, design, and implementation; tracking deliverables; leading donor reporting; working closely with the rest of the FoE team; and engaging business management staff as needed.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following, with other duties upon request:

Project Leadership & Management

o Lead day-to-day management of Internews-led project activities, ensuring delivery against agreed outputs, timelines and budget.

o Develop and maintain workplans, budgets and risk registers, adjusting as needed to the MENA operating context.

o Directly manage the project staff, providing supervision, support and performance management.

o Oversee sub-grants, donor reporting and coordinate with MEL colleagues to ensure cross-functional delivery.

o Serve as Internews' primary point of coordination with the consortium lead applicant, aligning workplans, donor reporting and MEL frameworks.

Regional Leadership, Strategy & Donor Engagement

o Act as a senior programmatic voice for Internews' MENA media and information portfolio, contributing to regional strategy development.

o Represent Internews with donors, EU Delegations, and regional stakeholders on media, information, and digital rights issues.

o Lead or contribute to proposal development and new business efforts for MENA media and digital programming, including budget and narrative input.

o Build and maintain relationships with regional media networks, civil society, and digital rights actors.

o Contribute regional analysis and positioning to inform Internews' wider MENA strategy and donor relationships.

Technical Expertise

o Bring strong understanding of digital safety, digital transformation, and audience/platform optimisation to inform the design and quality of project activities.

o Provide credible technical judgement on digital safety and digital transformation questions arising from programme implementation.

o Keep abreast of emerging digital threats, tools, and practices relevant to independent media and content creators in MENA.

o Translate digital media trends and risks into practical guidance for programme design, partner support, and proposal development.

QUALIFICATIONS

Required

· Significant experience managing donor-funded media, digital rights, or civil society programmes in the MENA region, including EU-funded grants.

· Track record contributing to or leading strategic proposal development and new business for MENA-focused media or digital programming.

· Experience representing an organisation to donors, EU institutions, or other external stakeholders.

· Professional fluency in written and spoken Arabic and English. (French proficiency desirable but not essential.)

· Networks among MENA media, journalism, or digital rights actors strongly preferred.

· Demonstrated understanding of European Commission and other institutional donor compliance frameworks, including contractual obligations, financial management, reporting requirements, and partner/sub-grant oversight.

· Proven people management experience, including remote and cross-cultural team supervision.

· Strong budget management skills, including forecasting and variance analysis on multi-year, multi-activity budgets.

· Excellent written and verbal communication skills , including donor reporting, presentations, and external stakeholder engagement.

· University degree or equivalent experience; minimum 7 years' relevant experience.

Preferred

· Genuine interest and grounded knowledge of digital media issues – digital safety, digital transformation, and audience/platform optimisation – and how they shape independent media sustainability.

· Familiarity with regional media networks such as ARIJ, Sahafa Med, or Febrayer Network.

· Experience supporting content creator/influencer engagement programmes.

· Experience coordinating with consortium/co-applicant partners on joint donor-funded actions.

· Prior experience with digital security/safety and other capacity-building support models.
