Technical Systems Integration, Inc. (TSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Williamsburg, Virginia, delivering professional, technical, and management support to the U.S. Navy, Marine Corps, and DoD customers across the acquisition and sustainment lifecycle.
About the Role TSI is seeking a Senior Technical Writer to serve in a senior, leading capacity supporting Interactive Electronic Technical Manual (IETM) development for US Navy programs at Naval Surface Warfare Center Panama City Division (NSWC PCD). This role leads S1000D-compliant technical manual authoring and publishing, technical publications specifications work, and configuration, alteration, and logistics data management within the Model-Based Product Support (MBPS) database. This is an on-site position at NSWC PCD, Panama City, FL.
Key Responsibilities
- Lead XML coding and electronic Technical Manual development and publishing in a senior or supervisory capacity.
- Create, publish, and maintain S1000D-compliant Interactive Electronic Technical Manuals (IETMs) using current content management software.
- Manage technical publications specifications, including tagging, data module requirements list (DMRL) development, and illustration control numbering.
- Manage configuration, alteration, and logistics data within the Model-Based Product Support (MBPS) database, ensuring compliance with NAVSEA, NAVAIR, and DoD Technical Specifications and associated directives.
- Interface with engineers, developers, and system integrators; participate in technical reviews and Integrated Product Team (IPT) sessions.
- Provide technical leadership and mentorship to junior technical writing staff.
- Support documentation working group meetings and report status on IETM development.
Requirements
Required Qualifications
- Bachelor's degree in Technical Communication, English, Journalism, Engineering, Computer Science, or a related field.
- Seven (7) years or more of experience in XML coding requirements for electronic Technical Manual development and publishing, in a senior, leading, or supervisory role.
- Recent experience (within the last 4 years) with the content management software used in creating and publishing S1000D Interactive Electronic Technical Manuals (IETMs).
- Two (2) years or more of experience with technical publications specifications, including tagging, data module requirements list development, illustration control numbering, and managing configuration, alteration, and logistics data.
- Experience working within the Model-Based Product Support (MBPS) database, or an equivalent Service-level configuration and logistics data system, ensuring compliance with NAVSEA, NAVAIR, or DoD equivalent Technical Specifications and associated directives.
- Current SECRET security clearance, or the ability to obtain and maintain one. U.S. citizenship required.
Preferred Qualifications
- Prior experience supporting NAVSEA or NAVAIR programs (or DoD equivalent programs) in a senior technical writing capacity.
- Proficiency with Arbortext Editor/Publishing Engine, CMPro, or an equivalent content management system.
- Familiarity with NAVSEA Systems Acquisition Manual (NSAM) requirements.
- S1000D Practitioner or Specialist certification.
- Certified Professional Technical Communicator (CPTC).
- Experience with mine warfare, unmanned maritime systems, or other littoral-mission documentation.
Compensation and Benefits
Compensation: $100,000 - $105,000 yearly
