Position Overview

EOHHS is seeking an experienced Senior Project Manager to support the Medicaid Management Information System (MMIS) organization. This role will be responsible for managing complex business and technology initiatives from concept through implementation, including project funding requests, business case development, procurement activities, contract management, vendor oversight, and project delivery.

The ideal candidate will have strong experience leading enterprise IT projects, developing RFPs and RFQs, managing vendor relationships, coordinating cross-functional teams, and overseeing projects within highly regulated environments. Experience supporting Medicaid, healthcare, government, or public-sector programs is highly desirable.

Key Responsibilities

Project & Program Management

  • Lead multiple MMIS business and technology initiatives from planning through implementation.
  • Develop and maintain project plans, schedules, budgets, milestones, dependencies, risks, and deliverables.
  • Ensure projects adhere to MMIS governance, project management methodologies, and quality standards.
  • Manage scope, risks, issues, change requests, and project communications.

Business Case & Funding Management

  • Develop and document business cases supporting strategic technical initiatives.
  • Prepare project proposals, funding requests, and supporting documentation.
  • Contribute to MMIS APD (Advance Planning Document) development and updates.
  • Support federal and state funding approval processes.

Procurement & Contract Management

  • Create and manage: 
  • Requests for Proposals (RFPs)
  • Requests for Quotes (RFQs)
  • Vendor Evaluations
  • Procurement Documentation
  • Lead vendor selection activities and contract negotiations.
  • Manage vendor relationships, deliverables, performance, and contract compliance.

Cross-Functional Leadership

  • Coordinate activities across:

  • Support resource planning and capacity management activities.

Governance, Risk & Reporting

  • Ensure all projects have appropriate SharePoint repositories and supporting documentation.
  • Manage change requests through MMIS Change Advisory Board (CAB) processes.
  • Prepare and distribute executive-level status reports and dashboards.
  • Track project performance and implement mitigation strategies as needed.

Documentation & Communication

  • Prepare project documentation including:

  • Project Charters
  • Project Plans
  • Risk Assessments
  • Data Flow Diagrams
  • Process Flows
  • Project Narratives
  • Communicate technical concepts to both technical and non-technical audiences.
  • Support executive presentations and stakeholder communications.

Required Qualifications

  • Bachelor's degree in Information Systems, Business Administration, or related field, or equivalent experience.
  • 5+ years of IT project management experience.
  • 5+ years managing complex cross-functional technology initiatives.
  • Experience managing projects using Agile, Waterfall, and Hybrid delivery methodologies.

  • Experience contributing to APDs and government funding requests.
  • PMP Certification.
