We are seeking a Senior Business Analyst to lead requirements discovery, business process reengineering, and solution scoping for large-scale FEMA cloud, data, and mission-critical IT programs. This role ensures alignment with FEMA enterprise architecture, FedRAMP, NIST, and DHS 4300A requirements.
Key Responsibilities:
- Lead cross-functional requirements development and enterprise-level business analysis.
- Conduct stakeholder workshops, gap analyses, and reengineering initiatives.
- Develop high-quality user stories, epics, functional models, and detailed specifications.
- Provide guidance on FEMA SELC documentation, including system documentation, artifacts, and traceability.
- Act as a liaison between business stakeholders and technical teams.
- Support UAT planning, readiness, and execution for high-visibility systems.
- Provide executive-level briefings and technical communications.
Minimum Requirements:
- 7+ years of relevant working experience in a similar role.
- Expert-level business analysis and process modeling capabilities.
- Strong understanding of cloud, data, and application ecosystems.
- Familiarity with federal compliance standards (FISMA, NIST 800-53).
- Ability to translate highly technical information into accessible documentation.
Education and Certification Requirements:
- Bachelor’s degree required; Master’s preferred.
- PM or Agile certification strongly preferred
Clearance Requirements:
- U.S. Citizenship
- Ability to obtain Public Trust. Active Public Trust is preferred. FEMA Public Trust is highly preferred.
