The Role
The Role We are looking for an experienced Business Systems Analyst to join our Government Solutions team. This team delivers motor carrier administration systems and services to help jurisdictions manage their International Fuel Tax Agreement and International Registration Plan processes. This position provides support to both a project team responsible for delivering large project items, and a support team responsible for enhancements and resolving issues. Our office is in Eagan, MN however many of our team members are virtual. We are seeking an experienced professional who is comfortable working remotely and has a home office environment conducive to productive remote work.
What You’ll Do
- Lead the elicitation, analysis, documentation, and ongoing maintenance of complex user, system, and integration requirements; provide advanced technical analysis of business needs and resolve complex system issues.
- Serve as a senior liaison between business stakeholders, developers, architects, and external partners to drive business‑critical solutions that improve efficiency, scalability, and process outcomes.
- Perform complex analyst activities in alignment with Explore methodologies, leveraging enterprise tools and best practices to support solution design and delivery.
- Provide leadership in project planning and execution activities, including status reporting, work coordination, task prioritization, and facilitation of cross‑functional working sessions.
- Lead and support system testing, validation, and acceptance activities, ensuring delivered solutions meet business objectives and conform to architectural standards.
- Apply deep domain and analytical expertise to propose innovative, high‑value business solutions, balancing user needs, technical feasibility, and long‑term maintainability.
- Select and apply appropriate analysis techniques (e.g., process models, use cases, data flows) based on project complexity and stakeholder needs.
- Negotiate and influence technical and non‑technical solutions that align business priorities with enterprise architecture and strategic direction.
- Collaborate with internal teams, clients, and vendors in workshops and meetings; minimal travel may be required.
- Perform advanced data interrogation and root‑cause analysis using SQL Server Management Studio (SSMS), including authoring complex SQL queries against transactional and reporting data to analyze system behavior, validate defect remediation, and support new feature delivery.
- Utilize Excel and Microsoft analytical tools to conduct data modeling, reconciliation, and exploratory analysis in support of system validation, issue investigation, and business decision‑making.
- Lead the automation and optimization of reporting, data validation, and operational support processes to improve accuracy, efficiency, and long‑term maintainability.
- Champion and enforce Explore standards for data quality, documentation, and analytical rigor across projects and deliverables.
- Provide technical mentorship to junior and mid‑level analysts, guiding best practices in query design, analytical techniques, data interpretation, and repeatable analysis patterns.
What You’ll Bring
- Bachelor’s degree in Computer Science, Information Systems, or a related field; or a minimum of five (5) years of progressive technical and business experience demonstrating analytical problem‑solving skills.
- Proven experience as a Business Analyst performing requirements definition, analysis, documentation, solution design, and project coordination.
- Experience with UX/UI or solution design, including translating business needs into user‑centered designs.
- Strong presentation capabilities with excellent verbal and written communication skills, including the ability to convey technical concepts to non‑technical audiences.
- Proficiency with Microsoft Office applications.
- Proficiency with Azure DevOps and/or Jira for work tracking and collaboration.
- Ability to proficiently query and analyze data using SQL against SQL Server or other relational databases.
- Experience working within structured software development life cycles, including Waterfall and Agile methodologies.
- Demonstrated curiosity and ability to quickly learn complex systems to effectively elicit, analyze, and document requirements for enhancements and new development.
- Ability to thrive in a fast‑paced, multi‑project environment while maintaining accuracy and attention to detail.
- Commitment to championing and adhering to company best practices and standards.
- Successful experience working directly with external customers and stakeholders.
- Strong ability to work independently, own deliverables, and consistently provide high‑quality results on schedule.
