Overview

AMERICAN SYSTEMS is an employee-owned federal government contractor supporting national priority programs through our strategic solutions in the areas of Information Technology, Test & Evaluation, Engineering & Analysis, and Training.

Responsibilities

  • Support all of JIAMDO financial analysis and technical support.
  • Experience interaction with the Project Managers, Joint Staff Comptroller Office, J8 Chief of the Resource Acquisition and Management Office (RAMO), Air Force Financial Services Accounting Liaison Office (ALO), Defense Finance and Accounting Service (DFAS) operating locations, Office of the Secretary of War (OSW), Washington Headquarter Services (WHS), and various organizations that routinely conduct financial transactions with JIAMDO.
  • Commitment, Obligation, and Expenditure (COE) Tracking: Daily tracking of funding documents from commitment through liquidation across multiple appropriations (e.g., RDT&E, O&M, Procurement).
  • Unliquidated Obligation (ULO) & Triannual Reviews: Active monitoring and de-obligation of dormant funds, reconciling variances between DFAS reports and internal ledgers.
  • Invoice & Contractor Burn Rate Analysis: Reviewing monthly contractor invoices in WAWF/PIEE against burn rate models to identify under/over-execution trends early.
  • Year-End Closeout Support: Proven resilience during the high-tempo Q4 fiscal year-end closeout (August–September).

Qualifications

  • A Bachelor's degree in Business Accounting, Business Administration, Finance or a related field.
  • At least eight (8) years of experience, preferably in Accounting and Government Comptroller functions within the DoW.
  • Security Clearance: Active TS Clearance SCI eligible
  • US Citizenship Required.
  • Appropriation Law Knowledge: Working understanding of fiscal law principles (Bona Fide Need rule, Anti-Deficiency Act, period of availability for DoD appropriations).
  • Stakeholder Communication: Ability to brief Project Managers (PMs) and Branch Chiefs on funding balances and interface directly with the Joint Staff Comptroller, and various trading partners (e.g., Airforce, GSA, PEO, MDA, DTIC, WHS, SMDC, VWC, etc.).
  • Hands-on experience with DAI (Defense Agencies Initiative), WAWF/PIEE
  • Proficient in creating and processing MIPRs (DD Form 448/448-2), Purchase Requests (PRs), and Inter-Agency Agreements (FS Form 7600A / 7600B / Economy Act orders).
  • Advanced MS Excel: Strong capability with pivot tables, XLOOKUP/VLOOKUP, data modeling, and custom financial tracking spreadsheets for multi-year appropriations.

Pay Transparency Statement

Actual compensation will be determined based on several factors permitted by law.
