Full description

The Senior Technical Writer, Editor, and Analyst supports the DOE and the Idaho Cleanup Project (DOE ICP) and reports to the Director of Federal Services. This position is 100% on-site.

 

The Senior Technical Writer, Editor, and Analyst will support in the following areas:

Provide comprehensive technical writing, editing, information architecture, graphic design, and research support services to facilitate the operational, technical, and environmental cleanup mission of the United States, Department of Energy, Idaho Operations Office (DOE-ID), and ICP. These dedicated Subject Matter Expert (SME) services shall be delivered directly to Federal Project Directors (FPDs), Program and Project Managers, Contracting Officers (COs), engineers, and technical staff to draft, revise, edit, format, and manage critical decision documentation, executive correspondence, regulatory submissions, visual presentations, and standardized documentation templates across DOE-ID divisions, including the Idaho Nuclear Technology and Engineering Center (INTEC).

 

Core Responsibilities:

  • Perform complete technical writing and editorial lifecycle management for project documents, plans, procedures, reports, and public-facing content in support of DOE-ID, INTEC, and ICP programs.
  • Manage, write, and edit Critical Decision (CD) (CD-0 through CD-4) project documentation in alignment with DOE Order requirements and project management directives.
  • Design, implement, and enforce information architecture standards, style guides, and electronic templates across DOE products to ensure technical accuracy, grammatical consistency, and alignment with federal guidelines.
  • Develop complex visual products, technical flowcharts, and graphic design assets utilizing specialized software suites.
  • Manage document workflows, perform comment reconciliation, and upload/maintain files within designated government database systems and web portals.
  • Document Development, Editing, and Critical Decision Management
  • Write, organize, revise, and edit all stages of Critical Decision documents (CD-0 through CD-4), including Project Execution Plans (PEPs), Acquisition Strategies (AS), Integrated Project Team (IPT) Charters, Risk Management Plans (RMPs), and Technology Readiness Plans (TRPs).
  • Serve as lead technical writer and editor for designated project document sets, including staging facility documentation and specialized nuclear waste management technical files.
  • Draft, edit, and format executive correspondence, DOE letters, memoranda, technical reports, briefing sheets, and documents containing Controlled Unclassified Information (CUI).
  • Edit high-profile technical documentation and briefing materials intended for senior leadership, DOE Headquarters, the Deputy Secretary of Energy, Congressional committees (such as Appropriations), state officials, the Governor of Idaho, and regulatory bodies (including the Nuclear Regulatory Commission [NRC]).
  • Ghostwrite, rewrite, and edit specialized technical documents containing DOE ICP domain-specific terminology to ensure clarity, technical precision, logical structure, and accessibility for diverse technical and non-technical audiences.
  • Information Architecture, Style Standardization, and Research
  • Develop, update, and maintain local DOE ICP style guides and user reference manuals to standardize grammar, syntax, technical capitalization, and historical terminology usage across agency products.
  • Research, apply, and verify compliance with multiple federal style manuals, including the Chicago Manual of Style (CMOS 17 and 18), DOE Technical Standards Program Style Guidance, Government Printing Office (GPO) Style Manual, Plain Writing Act guidelines, Associated Press (AP) Style, and DOE Executive Secretariat directives.
  • Navigate and search multiple government databases to conduct background research, trace documentation history, reconcile inconsistencies in technical text, and verify reference sources (including the Idaho Settlement Agreement (ISA), Idaho National Laboratory site history, and INTEC project records).
  • Technical Collaboration and Workflow Management
  • Collaborate with Federal Project Directors, Program/Project Managers, Subject Matter Experts, engineers, and prime contractor personnel to gather data and verify that text reflects the intent of official policies, technical standards, and mission priorities.
  • Manage version control and track changes across collaborative document reviews, compiling, and synthesizing comments from multidisciplinary review teams into consolidated master documents and comment

  • Maintain strict delivery schedules for technical products while conducting detailed quality assurance reviews to eliminate grammatical, structural, and technical errors.
  • Graphic Design, Visualization, and Template Development
  • Design, build, and maintain standardized Microsoft Word and PowerPoint templates for official DOE documents, technical reports, and presentations.
  • Conceptualize and construct technical flowcharts, visual process diagrams (such as waste disposition training flowcharts), program abstracts, and graphic elements using specialized desktop publishing software, including Adobe Creative Suite (InDesign, Photoshop, Illustrator, Acrobat) and Microsoft Office Suite.
  • Design visual presentation materials, slide decks, and infographics for internal and external briefings, public meetings, GAO reviews, site tours, and inter-agency working groups.
  • Systems Administration and Digital Documentation:
  • Organize, stage, and process technical documents and training materials for upload to designated web portals, document repositories, and information architectures (such as ZEUS database systems and the Idaho Environmental Coalition webpage).
  • Manage digital files across cloud-based and network directory platforms in accordance with DOE records management procedures.

 

Additional Assigned Duties:

  • Provide technical writing, editorial, and graphic support for General Accounting Office audits, Office of Environmental Management (EM) site tours, special reviews, and inter-division meetings as needed.
  • Act as technical writing and editorial backup for alternative divisions within DOE-ID and the Office of Nuclear Energy to ensure operational continuity.
  • Perform other miscellaneous technical writing, editing, and administrative oversight tasks as assigned by the Contracting Officer's Representative (COR).

 

MINIMUM QUALIFICATIONS REQUIRED

  • A Bachelor’s degree in English, Journalism, Communications, Technical Writing, or a related field with at least four (4) years of directly related experience in technical writing and editing; or a Bachelor's degree in an unrelated field with at least six (6) years of directly related technical writing/editing experience.
  • Demonstrated experience in technical writing, editing, proofreading, and information architecture for complex technical documentation within a DOE, nuclear, environmental, or scientific engineering environment.
  • Demonstrated knowledge of DOE project management processes, including Critical Decision (CD-0 through CD-4) document structures, PEPs, RMPs, and TRPs.
  • In-depth familiarity with DOE Technical Standards, DOE Directives, CUI requirements, and nuclear waste management concepts (specifically INTEC/ICP site operations, the ISA, and NRC regulatory frameworks).
  • Expert-level knowledge of multiple formal style manuals, including CMOS 17 and 18, GPO Style Manual, Plain Writing Act, AP Style, and DOE Executive Secretariat standards.
  • Advanced technical proficiency in Microsoft Office Suite (Word, PowerPoint, Excel) and Adobe Creative Suite (InDesign, Photoshop, Illustrator, Acrobat) for template design, desktop publishing, and flowchart generation.
  • Proven ability to conduct background research across government databases, reconcile technical review comments, manage version control, and maintain strict production schedules.
  • An active HSPD-12 credential / security badge eligibility.
  • U.S. Citizenship is required.

Pay Range: $125,000 - $142,000 per year
