Job Summary: As the Senior Functional & Systems Analyst (UKG), you will provide senior-level technical, functional, and application expertise supporting Pension, Payroll, Employee Benefits, and Workforce Management systems. In this role, you will manage project teams in the establishment, implementation, integration, and ongoing support of enterprise application solutions, ensuring alignment with business objectives and operational requirements.

As a trusted subject matter expert in UKG Workforce Management, scheduling, attendance management, and related technologies, you will lead complex initiatives across the full solution lifecycle, including requirements gathering, business process analysis, system configuration, testing, implementation, and production support. You will also provide leadership in the design and support of system integrations, interfaces, workflows, and reporting solutions, driving continuous improvement and enhancing workforce management capabilities.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Leads workforce management system initiatives including requirements gathering, gap analysis, system configuration, testing, implementation, upgrades and production support activities for workforce management, scheduling, attendance and absence management solutions.
  • Plans and implements system upgrades, vendor releases, maintenance updates and other related projects associated with payroll, benefits, human resources and workforce management applications.
  • Maintains, supports, and enhances enterprise business systems, including UKG, Telestaff, SAP, SuccessFactors, and associated solutions, applications, interfaces, integrations, and reporting tools; troubleshoots technical and application issues and translates business requirements into system solutions.
  • Provides reports and information to senior management and divisional staff related to pension, payroll and employee benefits, and ensures the accuracy and integrity of reports and payroll production runs.
  • Chairs and participates in committees, workshops and working groups charged with identifying payroll, benefits, HRIS and workforce management system requirements; reviews and prioritizes requests, conducts requirements analysis and gap assessments, prepares business specifications and makes recommendations regarding system enhancements.
  • Liaises with Technology Services Division, external technical resources, software vendors and implementation partners regarding technical issues, system integrations, interfaces, workflows, reporting solutions and enterprise application technologies
  • Reviews payroll technical and application architectures for quality assurance, in accordance with Corporate Policy and SAP standards, ensuring the integrity of payroll data and records.
  • Provides advice and guidance to the Division and Technology Services staff on the use of the systems, troubleshoots issues, debugs programs, features and functions written in Advance Business Application Programming (ABAP) and object-oriented language.
  • Researches and recommend solutions to payroll application and systems architectures issues. Ensures the automation of the manual process when applicable and assists in the execution of system processes to support interfaces, payroll runs and year-end reporting.
  • Plans and facilitates business and system requirements workshops; collaborates with business stakeholders, vendors and technical resources to develop business process documentation, system solutions, process flows and implementation approaches.
  • Develops business and technical specifications, configuration, testing and implementation documentation. Performs and coordinates unit, system, integration and user acceptance testing activities and validates system solutions through multiple testing cycles. Recommends test scenarios to testers and communicates the changes to trainers for inclusion in the Business Process Procedures and Job Aids.
  • Develops and manages project plans, performs system analysis activities, participates in the research and testing, provides contingencies, allocates resources, and establishes priorities and leads workstreams associated with workforce management, scheduling and enterprise system implementations, upgrades and enhancement initiatives.
  • Implements system changes resulting from policy, collective agreement, legislative, regulatory, system upgrade and application enhancement requirements. Analyzes business and technical impacts, develops and implements configuration and system solutions, establishes timelines, and communicates changes to affected stakeholders.
  • Develops reporting and analytical solutions to support workforce management, scheduling and operational reporting requirements and provides recommendations based on business process and system analysis.

Key Qualifications:

  • Considerable experience with Workforce Management solutions including UKG Workforce Management, scheduling, time and attendance, absence management and related workforce management technologies.
  • Considerable experience with system integrations, workflow configuration, reporting solutions and business process automation within enterprise HRIS and workforce management environments.
  • Experience leading or supporting enterprise system implementation, upgrade and enhancement initiatives within a large, complex organization.
  • Experience leading system configuration, testing, implementation, upgrades and production support activities within a large complex environment.
  • Experience gathering requirements, facilitating workshops, conducting gap analysis and developing business process documentation related to workforce management and scheduling solutions.
  • Experience developing functional specifications, process flows, testing strategies, reporting solutions and implementation documentation for enterprise business systems.
  • Strong stakeholders’ management skills in working with software vendors, implementation partners and cross-functional project teams in the delivery of enterprise HRIS and workforce management solutions.
  • Knowledge of legislation such as the Employment Standards Act, provincial labour laws, human resources policies, collective agreements, and business processes related to Pensions, Payroll and Employee Benefits.
  • Extensive analytical, conflict resolution and problem solving skills.
  • Strong organizational skills and the ability to effectively manage workload with strict time constraints.
  • Excellent oral and written communication skills to prepare and present detailed research proposals, methodologies, policies, standards project plans and reports.
  • Ability to work effectively as a team member and work collaboratively with others in a multidisciplinary team.
  • Excellent customer service skills and the ability to analyze performance quality measures and provide continuous improvement.
  • Ability to supervise staff in a unionized environment.
  • Ability to work evenings and weekends from time to time.

  • Certification in UKG Workforce Management solutions would be considered an asset.
