Accountabilities

  • Lead stakeholder discovery sessions to define objectives, scope, success measures, business needs, and functional requirements.
  • Translate complex requirements into clear epics, features, and user stories with actionable acceptance criteria, workflow and process mapping, edge cases, and non-functional requirements.
  • Own backlog health and readiness by prioritizing work with stakeholders, managing scope, facilitating refinement, and ensuring development and testing teams have sufficient ready-to-execute work.
  • Serve as Scrum Master by facilitating Agile ceremonies, removing blockers, resolving conflicts, improving team throughput and predictability, and coaching teams on Agile best practices.
  • Coordinate day-to-day delivery execution by maintaining clear priorities, sequencing work effectively, identifying dependencies, and addressing impediments before they affect delivery.
  • Represent the delivery team in cross-functional planning, communicating dependencies, risks, sequencing decisions, environment readiness, release considerations, and tradeoffs.
  • Support rough-order-of-magnitude estimates by coordinating technical inputs and documenting assumptions, constraints, risks, dependencies, and key considerations.
  • Partner with engineering, architecture, security, and operations teams to ensure solutions are technically feasible, supportable, and aligned with SDLC and DevSecOps practices.
  • Coordinate release and deployment activities, including readiness reviews, cutover planning, validation, communications, and post-release follow-up.
  • Support critical incident response by coordinating information flow, tracking actions, documenting impacts and timelines, and ensuring corrective actions are prioritized and completed.
  • Apply an end-to-end, big-picture perspective to identify opportunities to simplify processes, reduce delivery risk, improve quality, and strengthen operational readiness.
  • Identify practical opportunities to apply AI, ML, and automation to analysis, planning, reporting, project management, and delivery workflows.
  • Maintain clear communication with senior stakeholders and cross-functional teams, ensuring decisions, priorities, risks, and next steps remain visible and actionable.

Requirements

  • Bachelor’s degree in a relevant field from an accredited college or university; candidates without a relevant four-year degree may qualify with an additional four years of relevant professional experience.
  • 5+ years of experience as a Business Systems Analyst, Technical Product Owner/Analyst, Scrum Master, or in a comparable hybrid technology-delivery role.
  • Strong ability to translate complex business and technical needs into high-quality Agile artifacts, including epics, features, user stories, acceptance criteria, process maps, edge cases, and non-functional requirements.
  • Demonstrated Scrum Master expertise, including Agile facilitation, conflict resolution, team coaching, dependency management, and continuous improvement.
  • Strong systems-thinking and end-to-end perspective, with the ability to evaluate upstream and downstream impacts, data flows, integrations, and operational support considerations.
  • Technical fluency with modern software delivery concepts, including SDLC, DevSecOps, CI/CD, environments, APIs and integrations, logging, and monitoring; development experience is not required, but the ability to communicate effectively with engineers is essential.
  • Practical understanding of AI/ML concepts, use cases, limitations, risks, and governance considerations, with the ability to identify opportunities to improve technology delivery and project management.
  • Experience with Agile lifecycle and work-management platforms such as VersionOne, Jira, Azure DevOps, or comparable tools.
  • Experience with ticketing and IT service-management platforms such as ServiceNow or equivalent.
  • Strong written and verbal communication skills, including the ability to present clearly to senior stakeholders and facilitate cross-functional discussions that drive decisions and alignment.
  • Strong analytical, organizational, prioritization, and problem-solving skills, with the ability to operate effectively in ambiguous and rapidly changing environments.
  • Proficiency with productivity tools such as Word, Excel, PowerPoint, or equivalent platforms.
  • Scrum certification such as CSM or PSM and/or scaled Agile experience such as SAFe is preferred.
  • Experience supporting production releases and incident response in high-availability environments is advantageous.
  • Experience incorporating security, privacy, and performance requirements into technology delivery artifacts is preferred.
  • Ability to obtain and maintain a Public Trust designation and complete required onsite fingerprinting as part of the security process.
  • Must satisfy applicable U.S. residency requirements associated with the Public Trust process. Selected candidates must generally have maintained the required level of U.S. residency during the applicable lookback period, subject to the specific rules and exceptions of the security process.
