Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Network Operations is seeking a Senior Manager, Train Service Delivery. This position is critical to supporting operational aspects related to train control daily operations and will provide leadership to a team responsible for command and control over the Metrolinx rail corridor, to ensure the safe operation of movements and protection of track personnel (i.e. construction, maintenance and third-party works).

What will I be doing?

  • Provides senior-level leadership for day-to-day rail operation activities in the Network Operations Centre, specifically Train Service Delivery and Rail Traffic Control.
  • Leads 24x7 rail-related functions in the NOC to ensure safe, reliable, and efficient operations in alignment with corporate objectives and regulatory requirements.
  • Accountable for performance management activities related to on-time performance, service reliability, safety, and operational KPIs aligned with corporate objectives.
  • Leads the group responsible for safe rail movements on the Metrolinx rail network, either utilizing Centralized Traffic Control (CTC) best practices.
  • Drives performance of the various RTC and Train Movement Vendors, including but not limited to CN, CP and TTR, when required.
  • Lead NOC function streams related to the development and support of daily operations and deliver recommendations to support continuous improvement to improve on-time performance within the business unit.
  • Responsible for the application of the Rail Safety Management System (RSMS) through promoting a proactive safety culture through the compliance of processes and procedures driven to support and improve safety standards.
  • Directly supports achievement of Strategic Objectives and Key Performance Indicators for the business unit.
  • Liaises significantly with other rail operations groups (e.g. fleet maintenance, train crewing, and rail corridor maintenance groups) to control network operations and performance to meet the needs of the broader organization.
  • Builds collaborative relationships with senior organizational leadership and gains trust with stakeholders.
  • Develops an in-depth understanding of the business processes, assets, facilities, responsibilities, regulatory requirements and interdependencies within Metrolinx.
  • Provides leadership with input from others to develop and deploy a strategic vision and aligns others to connect and align projects with strategic corporate goals.
  • Lead, coach, and develop managers and front-line leaders, while fostering a high-performance, safety-focused, and customer-centric culture.
  • Drive structured problem-solving and continuous improvement initiatives, while supporting the implementation of new operational processes, technologies, and service models.
  • Monitors the progress of projects to ensure that planning objectives are delivered on-time and within budget.
