SENIOR GIS PROGRAMMER / SYSTEMS ANALYST Contract engagement | Towson, Maryland area | Anticipated start October 2026
JOB SUMMARY: ANGARAI is seeking a Senior GIS Programmer / Systems Analyst to lead the modernization of a custom geospatial application supporting an enterprise GIS program and a land use planning function.
The core of the assignment is migrating an existing custom ArcMap AddIn, written in C# and Python, to a modern ArcGIS Pro AddIn, together with continued development and support of the underlying model. This is a hands-on senior development role inside an established Enterprise GIS environment, working directly alongside GIS staff and non-technical planning staff.
This is a specialist position. We are looking to build a long-term working relationship with the right person, with the expectation of continued assignments on further government GIS modernization work beyond this engagement.
KEY RESPONSIBILITIES
GIS application development within an Enterprise GIS environment. Migrate an existing ArcObjects-based ArcMap AddIn to the ArcGIS Pro SDK for .NET. Convert ArcGIS Model Builder models and legacy geoprocessing scripts to Python toolboxes. Maintain connectivity and data integrity against an enterprise geodatabase. Perform code review, technical documentation, planning and development. Database development, including the design of triggers and stored procedures. Develop and maintain operational reports supporting the program. Work directly with non-technical planning staff to translate program rules into application logic.
REQUIREMENTS
Minimum Qualifications: All of the following are required. Please address each point directly in your resume and/or cover letter.
- Minimum five (5) years developing and modifying applications using J2EE, .NET, JavaScript, HTML, C# and Python.
- Minimum three (3) years working with ESRI ArcGIS technologies, including ArcGIS Server, ArcGIS APIs, ArcGIS JavaScript API, Esri SDKs and ArcSDE.
Experience with ArcGIS Model Builder and Python.
- Strong knowledge of Structured Query Language (SQL), triggers and stored procedures.
Development of reports using SSRS and Power BI. Strong knowledge of relational databases and concepts (Oracle and SQL Server preferred).
- Excellent written and verbal communication skills.
What Will Set a Candidate Apart
Direct, demonstrable experience migrating an ArcObjects or ArcMap AddIn to the ArcGIS Pro SDK for .NET. This is the heart of the assignment. ArcMap AddIns are built on ArcObjects; ArcGIS Pro AddIns use a different framework entirely, so this is a rebuild rather than a straight port. Candidates who have completed such a migration should be ready to describe the scale and function of the AddIn migrated, the geodatabase and data sources behind it, how the migration was planned, executed and tested, and how Model Builder or arcpy logic was carried across.
Preferred Qualifications
Graduation from an accredited college or university with a bachelor's degree in Business, Computer Science or a related field, together with five years of experience in systems analysis, change management analysis, project management, program analysis or a closely related field. Recent engagement with a government entity. Experience with land use, parcel, zoning or natural resource datasets.
Work Location: This is an onsite role based in the Towson, Maryland area.
Fully remote or out-of-state employment is not authorized at this time.

Assignment Details
Duration: approximately six months of full-time hours, with the expectation of extension and follow-on work.
Anticipated start date: October 2026. Engagement type: contract.
