Job Description:

This position will be responsible to provide technical assistance and advice in implementing strong performance management practices, as well as, the quality assurance role; to guide the program staff to effectively implement approaches for integrating Collaboration, Learning, and Adapting (CLA) principles into the program cycle; to build capacity and system of MEAL of Grant Project.

 

Provide technical support and capacity building to ensure the quality assurance and innovative program, monitoring, evaluation, research, learning, and accountability mechanisms are in place to demonstrate the evidence of professional achievement of WV Indonesia’s strategic CWB/Child Result and rights at assigned zonal level. This role supporting the achievements of the Monitoring, Evaluation, Accountability, Research and Learning team and its integration with the Technical and Program teams at national level.

Strategy Development & Planning

• Provide the PASTI Papua Senior Project Manager, Technical Specialist, and Team Leader with strategic and technical advice and support on monitoring, evaluation, accountability, research, and learning to ensure effective implementation and achievement of project outcomes.
• Provide a strategic link between the PASTI Papua Project team, Technical teams, and National Office to facilitate effective communication, coordination, and mutual support in meeting the project's MEAL technical and capacity requirements.
• Lead the development, implementation, and continuous improvement of the PASTI Papua MEAL framework, ensuring alignment with the project Theory of Change, results framework, organizational strategy, donor requirements, and relevant technical standards.
• Provide the MEAL teams with advice and support on critical matters related to program evidence, accountability, research, learning and the achievement of the organization strategy.   

Project Management

• Work closely with the PASTI Papua Project Manager, Technical, Program, and relevant support teams to ensure strong MEAL integration throughout project planning, implementation, monitoring, review, and reporting.
• Support project management by providing timely analysis of project performance, implementation progress, risks, data quality, and emerging issues to inform management decisions and corrective actions.
• Ensure that project evidence, monitoring data, evaluation findings, community feedback, and learning are systematically used to strengthen implementation quality, demonstrate project results, and support donor reporting and stakeholder engagement.

Capacity Building/Technical works

• Provide technical support to ensure that MEAL teams conduct effective program evidence and technical practices that foster a culture of learning, research, evidence-based program, effective monitoring, evaluation, accountability, and learning to communities and donors. This includes strengthening the capacity of MEAL Coordinator and MEAL Officer (tbd) to deliver high-quality MEAL functions across programs.
• Ensure that monitoring findings, evaluation results, research, project learning, and community feedback are effectively communicated and utilized to improve project implementation, support adaptive management, and demonstrate project results.
• Provide technical oversight for the development and application of MEAL tools, indicators, data collection instruments, assessments, research, baseline, midline, endline, and evaluation activities in line with donor requirements and organizational standards.
• Facilitate project learning and accountability processes, including reflection sessions, data review meetings, documentation of lessons learned and good practices, and systematic use of community feedback to strengthen project quality and outcomes.
• Coordinate and provide technical oversight for research, assessments, baseline, midline, endline, evaluations, and other evidence-generation activities related to the PASTI Papua Project, ensuring appropriate methodology, data quality, ethical standards, and utilization of findings.

Accountability & Quality Assurance

• In partnership with the Senior Project Manager, Technical Specialist, Team Leader, and relevant support teams, provide technical oversight to ensure PASTI Papua project implementation, monitoring, evaluation, accountability, and learning meet agreed project design, organizational standards, and donor requirements.
• Develop and strengthen appropriate MEAL processes, systems, and quality assurance mechanisms to ensure the quality, consistency, and accountability of project implementation, data management, and reporting.
• Ensure that project evidence, accountability mechanisms, research, monitoring, evaluation, and learning activities are implemented in alignment with PASTI Papua project objectives, donor requirements, and relevant organizational standards.
• Coordinate data quality assurance, verification, and periodic review processes to ensure that project data and reported results are accurate, reliable, timely, and supported by appropriate evidence.
• Facilitate collaborative analysis with PASTI Papua Project teams to support quality reporting and ensure that project achievements, challenges, learning, and evidence-based insights are clearly demonstrated and used to strengthen project performance and decision-making.

Networking & Coordination

• Coordinate with the Senior Project Manager, Technical Specialist, Team Leader and relevant MEAL teams to ensure appropriate representation and contribution of PASTI Papua in relevant internal and external forums, working groups, and learning networks.
• Establish and maintain collaboration with universities, research institutions, government counterparts, implementing partners, and other relevant stakeholders to strengthen MEAL technical quality, research, evidence generation, and learning within the PASTI Papua Project.
• Facilitate effective coordination and knowledge sharing between the PASTI Papua Project, National Office, and other relevant stakeholders to strengthen program evidence, accountability, learning, and application of good MEAL practices.
• Support collaborative learning, research, and evidence-sharing initiatives with internal and external partners to ensure that lessons, good practices, and findings from PASTI Papua contribute to project improvement and broader organizational learning.

Management & Leadership

• Develop and manage annual business plan and budget for MEAL team at Project.
• Submits periodical/ monthly accomplishment report
• Build and maintain positive spirit of working in team with other staff in respective unit and department 
• Provide line management for PEARL team, including performance management, coaching and capacity building.
• Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
• Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
• Ensure that all implementations are carried out and risks related to PEARL are effectively managed in accordance with organizational policies, guidelines, and standards. This includes risks related to fraud, safeguarding, and other associated risks.
• Lead, supervise, and provide guidance to MEAL Coordinators and MEAL Officers as direct reports to ensure effective implementation of Program Evidence, Accountability, Research, and Learning functions across programs.

Requirement

• Master's degree from an accredited university in Development Studies, Statistic, Development, Administration, Political Science, Program Evaluation, or closely related to inter-disciplinary majors are preferred;
• Bachelor's degree in development studies, statistical, or any related field.
• Requires min. 5 years experiences in development works.
• 2 years experiences in project design, implementation, monitoring, evaluation, and report writing
• Requires 3-5 year's experiences in MEAL of grant project, HEA and advocacy

• Fluent in English; Able to communicate effectively both verbally and in writing in English (500 of TOEFL score).

• Ability and willingness to travel domestically and internationally as required, to visit project sites, attend meetings, and engage with stakeholders.
• Cultural sensitivity and an understanding of the local context.

• Ability to travel and participate in field visits, sometimes in remote or challenging locations.
• Adequate physical health to meet the demands of frequent travel and fieldwork.

• Strong understanding of research methodologies, evaluation frameworks, and data collection techniques.
• Experience in both quantitative and qualitative research methodologies.
• Experience data analysis using statistical software such as SPSS, STATA, or R is a plus.
