Background
The Ministry of Health (MOH) through its Directorate General of Disease Prevention & Control is the Principal Recipient (PR) for the Global Fund’s HIV/AIDS, TB, and Malaria grants. Since 2007, UNDP has partnered with the Ministry of Health of Indonesia to provide technical assistance to the Ministry aimed at supporting successful implementation of The Global Fund grants in the country. Among the critical components of the partnership between UNDP and the Ministry of Health (MoH) is towards supporting and strengthening the access for affordable health technology, leveraging UNDP international procurement capacity, as well as streamlined the standardized processes through integrated information management system.
Based on the Grand Design of SILNAS (2023) and the mandate of the Director General of Public Health (HK.02.02/B/865/2022), as approved by the Global Fund, UNDP is facilitating the Ministry of Health to develop an Integrated National Health Laboratory Information System (SILNAS). This system is a critical pillar in the digital transformation of Indonesia’s health system, aiming to integrate and interconnect all health laboratories across the country with the National Health Information System (SIKN/Satu Sehat). The success of this critical national project hinges on robust technical infrastructure, advanced security protocols, and seamless integration of existing systems.
To achieve these objectives, UNDP is seeking a highly skilled and experienced IT Infrastructure Analyst with proven experience in implementing and managing IT infrastructure within health sector environments. The Analyst will be responsible for ensuring the reliability, scalability, and security of SILNAS infrastructure components, including cloud and on-premises (datacenter) environments, network communications, information security, and server monitoring throughout the implementation and operational phases of the SILNAS project.
Under the supervision of Advisor for Health Governance, the IT Analyst (Infrastructure Analyst for Silnas) will be working closely with the IT experts, National Project Directors (Director of Takel-PKP of MOH) and the technical team within the Data and Information Center of MOH. S/he will also be responsible to build good partnership and communication with the Head of the Steering Committee on SILNAS, the TA support on SILNAS (i.e. Association of Public Health Laboratory), and the developer of SILNAS (i.e.assigned local vendor), to ensure that the SILNAS infrastructure is built based on the needs of the country and aligned with the National Strategic Plan.
Duties and Responsibilities
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
The IT Analyst will be responsible for performing implementation, assistance, monitoring, and controlling of SILNAS system infrastructure. The key tasks include:
Infrastructure Implementation (Cloud & On-Premise/Datacenter)
- Plan, design, and implement IT infrastructure for SILNAS covering cloud-based environments and on-premises datacenter, including server provisioning, storage configuration, and virtualization setup;
- Configure and deploy production, staging, and development environments to support the SILNAS application lifecycle;
- Design and implement high availability, load balancing, and disaster recovery mechanisms to ensure system reliability and continuity;
- Coordinate with cloud service providers and datacenter operators to ensure infrastructure readiness and compliance with technical specifications;
- Develop and maintain comprehensive infrastructure documentation including architecture diagrams, configuration records, and standard operating procedures (SOPs).
Information Security Management
- Design and implement a comprehensive information security framework for SILNAS, including identity and access management (IAM), data encryption at rest and in transit, and network security controls;
- Execute regular security assessments, vulnerability scanning, and penetration testing to identify and remediate potential threats;
- Deploy and administer firewall configuration, intrusion detection/prevention systems (IDS/IPS), and security information and event management (SIEM) solutions;
- Ensure strict adherence to the national data privacy regulations and international information security standards (ISO 27001);
- Formulate and maintain comprehensive incident response plans and security policies for the SILNAS ecosystem.
Network Communication and Integration
- Design, configure, and maintain network infrastructure including WAN, VPN, and internet connectivity to support SILNAS operations across multiple locations;
- Implement and oversee network segmentation, routing, switching, and bandwidth management to optimize performance and security;
- Facilitate seamless network integration between cloud environments, on-premise datacenter, and health laboratory facilities across Indonesia;
- Proactively troubleshoot and resolve network-related issues to minimize downtime and ensure service availability.
System Monitoring, Maintenance and Issue Resolution
- Conduct proactive monitoring of servers, network devices, and security systems using monitoring tools (e.g., Zabbix, Nagios, Grafana, Prometheus, or equivalent) to ensure optimal performance and early detection of issues;
- Identify, diagnose, and resolve infrastructure-related bugs, system errors, and performance bottlenecks in a timely manner;
- Establish and manage automated alerting and escalation procedures for critical infrastructure events;
- Execute routine system health checks, log analysis, and capacity planning to ensure infrastructure scalability;
- Provide periodic reports on system uptime, incident resolution, and security posture to project management.
Technical Assistance, Knowledge Management and Capacity Building
- Provide hands-on technical assistance and guidance to the MOH IT team and SILNAS developers on infrastructure-related matters;
- Monitor the progress of infrastructure implementation activities against project timelines and milestones;
- Conduct quality assurance reviews on infrastructure deployments to ensure compliance with technical standards and project requirements;
- Facilitate training sessions and knowledge transfer workshops to build internal capacity of counterpart on infrastructure management;
- Prepare and present progress reports, risk assessments, and recommendations to the project steering committee;
- Ensure facilitation of knowledge building and knowledge sharing.

Required Skills and Experience
Education:
- Advanced university degree (Master's degree or equivalent) Information Technology, Computer Science, Computer Engineering, Electrical Engineering, Telecommunications, or other relevant IT-related field is required; or
- A first-level university degree (Bachelor's degree) in Information Technology, Computer Science, Computer Engineering, Electrical Engineering, Telecommunications, or other relevant IT-related field in combination with two additional years of relevant work experience will be given due consideration in lieu of Master's Degree.
Experience:

Desired Skills:
- Experience working effectively with a wide range of stakeholders;
- Proven experience planning, designing, and managing hybrid IT infrastructure, including hands-on experience with cloud platforms (Amazon Web Services /AWS, Azure, Google Cloud Platform/GCP) and on-premise datacenter management (virtualization like VMware/Hyper-V/ storage management, or server provisioning);
- Demonstrated experience implementing high availability, load balancing, and disaster recovery solutions, combined with knowledge of modern containerization technologies (Docker, Kubernetes) or Continuous Integration or CI/ Continuous Deliver / CD pipeline infrastructure;
- Experience in security implementation (firewalls, IAM, encryption, vulnerability assessments, and ISO 27001 standards);
- Proven experience working in the health sector, with specific exposure to designing, managing, or integrating infrastructure for large-scale health information systems;
- Strong track record of experience in collaborating with national/subnational government entities (specifically MoH) or international development agencies.
