Overview
CVP is seeking a Senior Project Manager to lead delivery for NIH's federal time-and-attendance system supporting approximately 17,000 users. NIH enforces federal time/leave rules, maintains real-time leave balances, and transmits approved timecards to HHS payroll on a biweekly schedule, making it a mission-critical, payroll-sensitive application.
Responsibilities
- Own scope, schedule, cost, backlog, and work assignments for O&M, enhancements, and modernization
- Lead release planning around payroll-critical windows and high-volume user support periods
- Manage risks/issues, stakeholder coordination, and EPLC artifact production
- Coordinate change/security processes with TRB/CAB and ARB governance
- Monitor SLA, availability, and MTTR performance
- Support DevSecOps/CI-CD delivery and cloud-native modernization efforts
Qualifications
- Must be eligible to obtain a Public Trust clearance
- BS/BA + 8 years of relevant experience; OR MS/MA/MBA + 5 years; OR 13 years of relevant experience in lieu of degree
- 10+ years of IT project/program management experience
- 3+ years managing comparable-scope federal application efforts
- Federal EPLC/Agile delivery experience
- Working knowledge of federal time-and-attendance business rules and payroll interfaces
- Familiarity with Java-based high-availability application operations, three-tier Web/Application/Database architecture, automated failover, and biweekly batch/timecard transmission scheduling
- Experience with Reporting Services Server and release planning for payroll-critical systems

- FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
- On-site availability when directed
Salary Range: $160,000 - $180,000 (depending on experience)
