Job Title: Enterprise Cloud Data Platform Architect – Hybrid

Job Code: PA 809076 Client: Commonwealth of Pennsylvania – Office of Administration (OA) Location: Harrisburg, Pennsylvania (Hybrid) Duration: Through 12/31/2026 Work Location: 607 South Drive, Forum Building, 5th Floor, Harrisburg, PA Work Schedule: Hybrid – 1 day onsite per week (Tuesday, Wednesday, or Thursday)  

Position Overview

The Commonwealth of Pennsylvania is establishing a new Chief Data & AI (CDAI) Office and is seeking an experienced Enterprise Cloud Data Platform Architect to lead the design, implementation, and evolution of enterprise cloud data platforms. The selected consultant will build scalable cloud-native data platforms, establish engineering standards, implement secure cloud infrastructure, and enable enterprise modernization through reusable data products and AI-ready services.

Key Responsibilities

  •  Define the target architecture and multi-year roadmap for enterprise cloud data platforms. 
  •  Design, build, and mature enterprise cloud data platforms and shared services. 
  •  Establish engineering standards, automation, governance, and operational best practices. 
  •  Design secure multi-tenant cloud environments supporting multiple agencies. 
  •  Implement enterprise security controls, including IAM, RBAC, encryption, and auditing. 
  •  Build reusable enterprise platform services rather than agency-specific solutions. 
  •  Develop onboarding patterns and reusable enterprise data products. 
  •  Collaborate with Cloud Engineering, Security, CISO, GRC, and Data Engineering teams. 
  •  Promote API-first architecture and product-based information sharing. 
  •  Lead enterprise engineering best practices and modernization initiatives. 

Required Skills

  •  Bachelor's degree in Computer Science, Information Systems, or a related field (or equivalent experience) 
  • 10+ years of experience building large-scale cloud data platforms
  • 7+ years of hands-on experience in: 
  •  Modern Data Architecture 
  •  Platform Engineering 
  •  Cloud Infrastructure 
  • 5+ years of experience designing and implementing: 
  •  Enterprise Security Controls 
  •  IAM 
  •  RBAC 
  •  Cloud Security 
  •  Experience building and managing Infrastructure as Code (Terraform or equivalent)
  •  Hands-on experience implementing DevSecOps and Shift-Left security practices 
  •  Experience collaborating with:

  •  GRC Teams 
  •  Strong experience with: 
  •  Snowflake
