Overview

CVP is seeking a Senior Project Manager to lead delivery for the NIH Executive Secretariat's web-based controlled-correspondence and records system. The NIH Director and Deputy Director by routing executive documents for assignment, review, clearance, and signature, and managing approximately 63,231 documents annually for about 350 users.

Responsibilities

  • Own all application-level delivery across NIH O&M, enhancements, and modernization
  • Manage scope, schedule, cost, backlog, release planning, and stakeholder coordination
  • Produce and manage EPLC artifacts; coordinate change and security processes
  • Support records retention, NARA compliance, and FOIA-related coordination
  • Monitor SLA performance and coordinate Tier II/III support activities
  • Engage TRB/CAB and ARB governance processes

Qualifications

  • Must be eligible to obtain a Public Trust clearance
  • BS/BA + 8 years of relevant experience; OR MS/MA/MBA + 5 years; OR 13 years of relevant experience in lieu of degree
  • 10+ years of IT project/program management experience
  • 3+ years managing comparable-scope federal application efforts
  • Federal EPLC/Agile delivery experience
  • Working knowledge of executive correspondence workflow, records classification/retention, NARA electronic-record requirements, and DoD 5015-compliant records management
  • Experience with access control, digital/electronic signatures, search/retrieval/reporting, and multi-office content segregation
  • Ability to rapidly baseline incumbent architecture at transition

Desired Skills

  • FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
  • On-site availability when directed

Salary Range: $160,000 - $180,000 (depending on experience)
