Position Summary

Emagine IT is seeking a Project Manager to support a federal government client under the direction of the Program Manager, providing disciplined project management across the integrated schedule, cost, scope, and quality of the contract. The Project Manager runs special projects, surge initiatives, and modernization workstreams that operate adjacent to steady-state operations, maintaining full program-management oversight within the standing governance cadence. This role also performs the program's Business Analyst function: capturing and documenting requirements and translating business-process needs into technical requirements; building and maintaining ServiceNow performance dashboards; and producing the KPI/SLA reporting products that feed the client's Monthly Service Review (MSR) and Quarterly Executive Review (QER) cadence, together with business-process and systems analysis and knowledge-management support across all service areas.

Key Responsibilities / Essential Functions

  • Own the integrated project schedule and track cost and quality against the Work Breakdown Structure (WBS) across all seven task areas.
  • Adapt to the customer's evolving technology needs and quickly become fluent in the customer's technology environment (ServiceNow, Microsoft 365 and Azure, identity and Zero Trust, and network and infrastructure platforms) to guide planning and coordination across all service areas.
  • Plan and manage special projects, surge initiatives, and modernization workstreams inside the standing ERB/CCB (Enterprise/Change Control Board) change-governance cadence.
  • Maintain schedule, scope, and resource discipline, reporting status and variance at the biweekly PMO Sync and supporting the Program Management Plan (PMP) and communications artifacts.
  • Analyze complex, cross-tower project problems and develop innovative solutions involving schedule, technology, methodology, tools, solution components, and financial management.
  • Support governance meetings including the Daily Operations Stand-Up, Weekly Integrated Project Team (IPT) meeting, Monthly Service Review (MSR), and Quarterly Executive Review (QER).
  • Maintain the Risk Register and Issue/Action Item Log, driving items from identification through documented closure and escalating to Government leadership as appropriate.
  • Support long- and short-range planning for application selection, systems development, maintenance, and production support resources.
  • Contribute to program-level reporting, including monthly status reports, burn-rate/funding tracking by LCAT, and change-activity summaries provided to the COR.
  • Serve as the program's Business Analyst: capture, document, and manage business and operational requirements, translating business-process needs into clear technical requirements.
  • Build and maintain ServiceNow metrics dashboards and produce KPI/SLA products that feed the client's MSR and QER cadence, aligned to enterprise performance-management reporting.
  • Prepare Monthly Status Report inputs and supporting analytics, including trend analysis and recommended improvements.
  • Provide business-process and systems analysis, improvement, and implementation support, including change-management, configuration-management, strategic-planning, and knowledge-management activities across all service areas.
  • Assess operational and functional baselines, identify IT gaps or deficiencies affecting the ability to meet client objectives, and recommend enhancements.
  • Support documentation and artifact management (SOPs, knowledge articles, governance artifacts) in approved repositories, ensuring metrics, requirements, and reporting are accurate, auditable, and aligned to Government requirements.

Required Qualifications

  • Education: Bachelor's degree in Information Technology, Information Systems, Computer Science, Business, Data Analytics, Engineering, or a related field; equivalent professional experience considered in lieu of a degree.
  • Experience: Four (4)+ years managing IT projects, preferably in a federal enterprise IT operations or managed-services environment; demonstrated ownership of schedule, cost, scope, and quality against a defined WBS.
  • Governance & reporting: Hands-on experience leading or supporting formal change governance (ERB/CCB), risk registers, and recurring performance reporting (MSR/QER cadence).
  • Tools: Proficiency with project scheduling and reporting tools and with ServiceNow-based performance dashboards and workflows.
  • Clearance & citizenship: Ability to obtain and maintain a Tier 2 (Moderate Risk Public Trust) background investigation. U.S. citizenship is required for this project by the client. All personnel must satisfy government client’s suitability and background-investigation requirements before receiving physical or logical access to facilities or systems.
  • Business analysis: Three (3)+ years (which may run concurrently with project-management experience) in business or requirements analysis and IT service performance reporting, including building performance dashboards and translating operational data into executive-level narrative analysis.
  • Analytics tools: Working proficiency with ServiceNow reporting/Performance Analytics, requirements management, and data-analysis and presentation tools.

Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • ITIL v4 Foundation certification.
  • Prior experience on a comparable federal IT operations vehicle.
  • Familiarity with ServiceNow, Microsoft Azure/M365, Zero Trust.
  • IIBA business-analysis certification (CBAP/CCBA) or equivalent.
  • ServiceNow reporting or Performance Analytics credential.
  • Experience with federal IT performance reporting and SLA/KPI governance.
