Quality Ops Specialist QA Site engineer

Job Overview:

Drive site Quality Assurance, contractor quality governance and system effectiveness across Civil, Steel Structures, E&I, Mechanical and Piping disciplines, supporting the Project Quality Manager with prevention-led quality management.

Responsibilities

Key Tasks and Responsibilities:

TECHNICAL SCOPE

• Contractor quality-system assurance
• System and process audits
• Risk-based surveillance
• ITP and quality-record governance
• NCR/CAPA and quality-performance management
• Kick-Off Meetings, PIMs and Contractor Quality Meetings
• Lessons learned and handover readiness

KEY ACCOUNTABILITIES

• Verify implementation of the Project Quality Plan, procedures and contractor quality systems.
• Plan and execute system and process audits and risk-based surveillance.
• Review ITPs and quality records for adequacy, traceability and compliance.
• Attend Contractor Kick-Off Meetings, chair Pre-Inspection Meetings and lead/participate in regular Contractor Quality Meetings.
• Manage NCR/CAPA trends, action follow-up and escalation of systemic, overdue or high-risk issues.
• Analyze contractor quality performance and provide concise management reporting.
• Support lessons learned, continuous improvement and progressive handover readiness.

QUALITY PRINCIPLES & PROCESSES

• Apply the NCR/QOC lifecycle: identification, containment, disposition, technical review, root cause, corrective action, effectiveness verification and closure.
• Understand ITP Hold/Witness/Review/Surveillance points, inspection notification, objective evidence, traceability and acceptance records.
• Provide quality reporting covering activity, rejections, open/aged issues, trends, critical risks, actions and look-ahead.
• Escalate repeat, systemic, overdue or high-risk quality issues through the EPCM quality organization.
• Support punch management, progressive dossier completion and handover readiness.

EPCM DELIVERY EXPECTATIONS

• Maintain professional independence and base acceptance decisions on approved requirements and objective evidence.
• Coordinate effectively with Contractor, Construction, Engineering, Client Quality and discipline inspectors.
• Participate in relevant Kick-Off, Pre-Inspection and recurring Contractor Quality meetings; prepare evidence and close assigned actions.
• Apply a risk-based approach to critical, irreversible and high-rework activities.
• Promote prevention, early intervention, lessons learned and continuous improvement.
• Ensure quality records accurately represent executed work and support system completion and turnover.

Qualifications

Essential Qualifications and Education:

• Bachelor’s degree in Engineering or equivalent technical degree.
• Minimum 5 years QA/QC experience on industrial EPC/EPCM construction projects.
• Strong knowledge of ISO 9001, ISO 19011, ITPs, NCR/CAPA, audit principles and contractor quality management.
• Demonstrated competence to plan and execute system and process audits.
• Strong analytical, reporting, communication, facilitation and constructive-challenge skills.
• Multidiscipline exposure across Civil, Steel Structures, E&I, Mechanical and Piping is strongly preferred.

EU / INTERNATIONAL QUALIFICATIONS

• Recognized ISO 9001 Lead Auditor qualification is preferred.
• IRCA-certified ISO 9001 Lead Auditor / Auditor qualification is a major advantage.
• Lean Six Sigma Green Belt qualification is a major advantage.
• Additional quality, auditing, root-cause analysis or continuous-improvement credentials are advantageous.
