About Us
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone’s experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. About the Group
The Operations Group delivers frontline customer services to Victorians and the public service. It maintains the foundational digital infrastructure and platforms that support efficient, secure and reliable service delivery. The group uses industry-leading delivery principles for shared services and supports the development of sustainable and efficient whole-of-Victorian Government (WOVG) shared services.
The new Business Solutions Services division brings a focused approach to how the Department of Government Services onboards and supports government customers to adopt shared services. The Onboarding Branch is responsible for the planning, evaluation and transition of demand into operations. The branch will develop onboarding approaches and manage the transition of shared services into the operations group The branch will also include a business partnership and relationship management area to build ongoing relations outside the department to ensure the effective and efficient delivery of shared services to the Whole of the Victorian Government.
About the Role
The Onboarding Business Analyst is responsible for identifying, developing, improving and implementing best practice processes that support the successful onboarding of shared services into the Department.
Key Accountabilities
• Actively participate in or independently lead strategic projects and initiatives from conception to implementation. Examples include the design, development and implementation of business process improvements and technical system solutions that support successful delivery of grant programs and build organisational capability and efficiency within a cost-recovery operating environment.
• Provide end-to-end grant program process design and delivery support, including mapping the full grant program lifecycle and identifying potential gaps in process, data and systems, and opportunities for improvements.
• Lead workshops, consult and collaborate with a range of stakeholders to elicit, document and analyse business requirements and provide evidence-based options and recommendations to facilitate decision making. Respond to and direct stakeholder enquiries and communications throughout the consultation process.
• Proactively coordinate and lead implementation activities including liaising with relevant stakeholders and working closely with implementation teams, project managing deliverables, overseeing and participating in test activities, identifying and resolving issues, planning change management activities to ensure successful adoption and facilitating hyper care post-deployment where needed.
About You
To be successful in this role, you will need excellent analytical, strategic and systems thinking skills, strong written and verbal communication.
• Expertise in managing process analysis and process modelling, technical requirements analysis and data mapping activities in a complex operating environment.
• A solid understanding of business analysis and process design principles, their application, the resulting transformation requirements and how to support management of the required organisational changes.
• Innovation and Continuous Improvement: Uses understanding of clients or stakeholders’ context to design and implement systems for continuous improvement within team or organisation; reviews and analyses internal and external information to improve effectiveness and quality of work; creates team environments where innovation and creativity are fostered and rewarded.
• Systems Thinking: Diagnoses trends, obstacles and opportunities in the internal and external environment that connect to own work and teams work; coaches others in using systems thinking to solve problems and create solutions; understands the linkages between systems and communities to inform policy; conceptualises and defines the systems working within the organisation.
These roles (x2) are fixed term positions for two years, and based in our Melbourne CBD office. This position is only open to applicants with relevant rights to work in Australia.
