Senior Project Manager - Transportation Design

 

Position Summary

Will manage, coordinate and execute the roadway/bridge design work assigned to the Houston, TX office.  Responsible for project management, development and maintenance of schedules and budgets, establishing and maintaining owner and contractor relations. Will oversee business development, fee negotiations, contract review and strategic business planning for transportation projects.

 

Qualifications/Requirements

Capabilities should include knowledge of roadway, drainage and structures design, and familiarity with appropriate software used to perform preliminary and final design, and to prepare PS&E documents for urban & rural freeways, toll roads, FM & SH roads, County roads and city streets.  Should be familiar with TxDOT Roadway Design Manual and Hydraulic Design Manual, City of Houston design criteria, Harris County design criteria, and Harris County Flood Control District design criteria.

  • Must have 10-15 years of design and design management experience on transportation projects including Preparation of Plans, Specifications and Estimates (PS&E)
  • Must be a Texas License professional engineer, or eligible for licensure within 6 months. 
  • Experience with MicroStation required, GIS preferred, and OpenRoads - DU experience is a plus
  • TxDOT pre-certification in Roadway Design, Drainage Design, Structures categories. Pre-certification in all other categories a plus.
  • Familiarity with Microsoft Office Suite
  • Good communication skills and ability to work with a team

Job Duties

  • Manage multiple ongoing projects
  • Financial Performance & Quality of work for all assigned projects
  • Prepare monthly client invoices
  • Assure Standardize project setup
  • Assure CADD Manual Adherence
  • Perform reviews of contract drawings and specifications to ensure design correctness, constructability and adherence to Quality Management Policy (with Quality Manager)
  • Assure assigned projects are properly staffed to meet schedule, budget and quality
  • Assure staff assignments are commensurate with job description, level of experience and enhance professional growth
  • Identify potential new staff hires
  • Promote a harmonious working atmosphere within the office
  • Identify marketing pursuits with assistance of Design PMs & TxDOT Practice Leader
  • Develop relationship with client staff 
  • Prepare scope of work & fee proposals for assigned 
  • Prepare sub-consultant agreements
  • Assist with annual Business Plan

Authority

  • Assign work to staff that report to him. 
  • Approve time sheets, PTO, Expense Reports
  • Prepare Performance Evaluations for direct report staff
  • Recommend end-of-year salary adjustments, bonuses & promotions
  • Recommend to the president hiring of new staff and termination of existing staff

Physical Demands

This position predominantly involves up to 8 hours per day at a computer workstation, with occasional standing and walking. The employee may occasionally lift lightweight office supplies and materials, typically not exceeding 20 pounds. The office environment is indoors, characterized by controlled temperatures and minimal exposure to adverse conditions. During fieldwork, the engineer may be exposed to different environments with loud noise, dust, dirt, changing temperatures, and must be able to move skillfully around construction sites.

 

Expected Hours of Work

The ICE offices are open from 8:00 a.m. to 5:00 p.m., Monday through Friday, allowing an unpaid hour for lunch daily. Work schedules may vary according to the project schedule; some night and weekend work may be required.
