Brief Job Description:
The Systems Analyst VI position reports to the Manager, IT Applications, Medicaid/CHIP Systems (IT-MCS) and performs advanced systems analysis and Oracle database development work for enterprise-level applications supporting Medicaid/CHIP systems, including the T-MSIS file process and Eligibility Data Quality activities for the Centers for Medicare and Medicaid Services (CMS). The position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment, and is responsible for analyzing system and data requirements, designing and maintaining Oracle database solutions, developing and tuning SQL and PL/SQL code, supporting production operations, troubleshooting defects, and improving database reliability, security, integrity, and performance.
The successful candidate must possess strong Oracle database development skills and hands-on experience designing, developing, testing, tuning, and supporting complex database solutions in integrated application environments. The position works with Texas Integrated Eligibility Redesign System (TIERS) data and related processes to reconcile CMS data quality issues, analyze eligibility data, support CMS file processing, and ensure database solutions meet performance, security, recovery, and service level requirements. Tools and technologies may include Oracle, SQL, PL/SQL, stored procedures, triggers, database monitoring and tuning utilities, SQL Developer, PLSQL Developer, and other similar database analysis, development, monitoring, and support tools.
The candidate must be able to process technical and data information logically, analyze complex database, data quality, and system issues, prepare system and technical specifications, communicate effectively with technical and business stakeholders, work independently with limited direction, manage multiple priorities, and meet tight deadlines while supporting critical agency systems. The position may provide technical guidance, knowledge transfer, and coordination for systems analysts, database developers, data analysts, and support staff on database design, development, integration, conversion, testing, tuning, and production support activities.
The candidate must have scheduling flexibility and be willing to work periodically after hours to support critical system updates and manage batch processes.
Essential Job Functions (EJFs):
1. Performs advanced systems analysis and Oracle database development work for assigned applications by owning day-to-day application-specific database design efforts; designing, developing, tuning, and maintaining database structures, behaviors, performance, security, and recovery capabilities; writing and debugging complex SQL, PL/SQL, stored procedures, and triggers; and providing database architecture expertise to meet application performance, data integrity, data security, and recovery requirements. Supports T-MSIS file processing, Eligibility Data Quality analysis, CMS data quality issue reconciliation, and TIERS-related data analysis activities. (30%)
2. Provides database and systems support, including defect repair, maintenance, production operations support, analysis, troubleshooting, diagnosis, and problem resolution for assigned databases, data processes, interfaces, batch processes, and related system components. Analyzes database code, system processes, and data quality issues for defects and performance tuning opportunities; develops and tests database scripts, SQL, PL/SQL, stored procedures, triggers, and related fixes to resolve defects and improve reliability and performance. (30%)
3. Implements, administers, manages, and monitors assigned application databases in production and non-production environments. Monitors database performance, investigates performance trends, designs and implements tuning improvements, advises developers on database tuning options, and ensures that data integrity, data security, and application service level requirements are maintained. (20%)
4. Configures and monitors database and application alerts; develops, implements, and improves monitoring tools; plans for future data and capacity needs; and develops policies, procedures, standards, and best practices for consistent database design, development, programming, monitoring, tuning, and production support. Contributes to continuous improvement of database application processes and procedures. (10%)
5. Evaluates and recommends database software packages, tools, and upgrades; plans, coordinates, and implements database management software installations and upgrades; assists in testing database updates, enhancements, changes, and integrations; and provides technical guidance for database-related design, development, integration, conversion, testing, and deployment work to ensure assigned applications and related systems meet business and SLA requirements. (10%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of the principles, practices, and techniques of systems analysis, database development, data analysis, computer operations procedures, and enterprise information systems.
Knowledge of building and supporting databases, running in a highly distributed manner.
Knowledge of multi-tier system development.
Knowledge of the limitations and capabilities of computer systems, techniques used in the design of automated and non-automated systems, computer operating systems, database development standards, and quality technical documentation practices.
Knowledge of the lifecycle phases of database development including scope and proposal, estimations, analysis, design, and implementation.
Knowledge of data quality analysis, file interface integration, and reconciliation processes.
Knowledge of Oracle database architecture, relational database design, SQL, PL/SQL, database security, data integrity, performance tuning, backup and recovery concepts, database monitoring, and database development best practices.
Skill in Oracle database development, database design, SQL, PL/SQL, stored procedures, triggers, performance tuning, troubleshooting, data analysis, data reconciliation, database monitoring, and use of database development tools such as SQL Developer, PLSQL Developer, and related technologies.
Skill in analyzing, designing, testing, debugging, troubleshooting, documenting, maintaining, and tuning highly complex database, data quality, and system components in accordance with business requirements, system specifications, technical specifications, and agency standards.
Skill communicating with varied levels of staff and end users to develop positive effective working relationships and to establish credibility, trust, and confidence.
Ability to process information logically; analyze data and system logic; prepare system and technical specifications; test, validate, and troubleshoot database and system changes; interpret technical information related to data processing and systems analysis; and communicate effectively, both verbally and in writing.
Ability to coordinate systems analysis, database development, data quality, testing, and production support activities; support project schedules and deliverables; provide technical guidance and knowledge transfer; and oversee related work activities.
Ability to work independently under minimal supervision, exercise initiative and independent judgment, manage multiple priorities, respond quickly in a complex organizational environment, and meet deadlines while supporting critical systems.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field. Experience may be substituted for education on a year for year basis.
Five (5) or more years’ experience performing systems analysis and Oracle database development, including SQL and PL/SQL development, and database design.
