GovCIO is seeking a Senior IT Project Manager to support mission-critical infrastructure modernization programs for the U.S. Coast Guard (USCG). This position will serve as a key technical leader within the PMO, driving the concurrent execution of complex enterprise network tech refreshes, Out-of-Band (OOB) Management system deployments, and legacy VSAT replacement programs across USCG sites. This position will be located in Alexandria, VA and will be a hybrid position.
Responsibilities
As a Senior IT Project Manager, you will serve as the primary leader responsible for the end-to-end planning, execution, and delivery of complex IT infrastructure and enterprise network projects to ensure USCG mission success. You will coordinate closely with USCG stakeholders, cross-functional engineering teams, field technicians, and vendor partners to ensure smooth technology upgrades with minimal operational disruption. Key responsibilities include:
- Lead, plan, and execute multiple parallel IT infrastructure projects from initiation through closure, focusing heavily on USCG network hardware refreshes, OOB management deployments, and legacy VSAT transitions.
- Define project scope, build detailed work breakdown structures (WBS), maintain integrated master schedules, and proactively manage critical paths to prevent engineering and deployment bottlenecks.
- Identify, track, and mitigate technical, logistical, and timeline risks early; develop comprehensive contingency plans to minimize network downtime during critical cutovers.
- Serve as a primary point of contact for USCG leadership, technical leads, and third-party vendors, ensuring strict adherence to SLAs, delivery timelines, and military regulations.
- Manage project budgets, track expenditures, forecast financial requirements, and coordinate procurement workflows for global network hardware and connectivity services.
- Coordinate the allocation and daily tasks of network engineers, field technicians, site readiness coordinators, and security teams across various USCG deployment locations.
- Quality-check and oversee the submission of all project deliverables, engineering documentation, change management tickets, and Monthly Status Reports (MSRs).
- Drive operational efficiencies by implementing best practices in IT project management and aligning deployments with USCG and federal architecture standards.
Qualifications
Bachelor's (or equivalent) with 12+ years of experience.
Required Skills & Experience
- Certifications: Project Management Professional (PMP) or equivalent federal project management certification.
- Proven experience managing large-scale federal contracts or enterprise IT infrastructure deployments, preferably within the DoD, DHS, or USCG environment.
- Direct IT project management experience deploying Out-of-Band (OOB) Management architectures (e.g., Opengear, Perle, Cradlepoint) for remote network resilience.
- Solid understanding of satellite communications, specifically managing legacy VSAT hardware replacements, link migrations, and troubleshooting circuit transitions.
- Exceptional verbal and written communication skills, with experience presenting technical deployment strategies and program status briefings to executive-level government stakeholders.
- Proficiency in Microsoft Project, Excel (advanced formulas/pivots), and integrated PMO tools for tracking schedules, resource allocation, and performance.
Clearance Level: Must have an active Secret clearance
Preferred Skills and Experience
- Technical certifications (e.g., CCNA, CCNP, ITIL) are a strong plus.
- Direct experience supporting U.S. Coast Guard missions, specifically within C5I or similar technical network directorates.
- Expert proficiency in Agile, Waterfall, and hybrid project management frameworks using Jira and Confluence.
- Experience managing complex procurement cycles and vendor contracts for global telecommunications and network equipment.
Posted Salary Range
USD $140,000.00 - USD $180,000.00 /Yr.
