The Gist…  The IT Subject Matter Expert (SME) / Project Manager provides technical leadership, program oversight, and subject matter expertise for the organization's IT Policy and Compliance program. This role directs and coordinates work across IT Lifecycle Management, Policy Analysis and Compliance, IT Process and System Optimization, and Executive Order and Mandate Management — ensuring technical accuracy, quality, and timely delivery across the Research Analyst, Compliance Analyst, and Technical Writer functions.

The SME/Project Manager serves as the primary technical authority on IT systems, standards, and governance practices, and as the primary point of accountability for program planning, stakeholder coordination, and delivery of contract objectives.

What Your Day Might Include…

  • Provide overall project management for the contract, including work planning, scheduling, resource allocation, and progress tracking against deliverables.
  • Serve as the primary technical subject matter expert across all task areas, providing guidance and quality review to the Research Analyst, Compliance Analyst, and Technical Writer.
  • Lead stakeholder meetings, status briefings, and executive presentations.
  • Identify risks, issues, and dependencies affecting project delivery, and develop mitigation plans.
  • Review and approve final deliverables prior to client submission.
  • Coordinate cross-functional collaboration to ensure research, analysis, and documentation efforts remain aligned and consistent.
  • Report on project status, milestones, and performance metrics to client leadership.
  • Ensure contract deliverables are completed on time, within scope, and in accordance with client requirements.

Qualifications

  • US Citizenship Required to obtain Public Trust, active DHS CBP Public Trust preferred 
  • Bachelor’s degree in information technology, Computer Science, or related field.
  • 5+ years of demonstrated experience
  • Significant professional experience in IT systems, infrastructure, or IT governance, with demonstrated subject matter expertise.
  • Demonstrated experience managing projects or teams, including scheduling, task prioritization, and deliverable management.
  • Strong understanding of IT lifecycle management, compliance frameworks, and IT process improvement practices.
  • Excellent communication skills, with the ability to engage effectively with both technical staff and executive stakeholders.
  • Experience mentoring and leading a cross-functional team.
  • Proven ability to manage multiple concurrent workstreams and competing priorities under contract deadlines.
