Heartline Staffing is recruiting a Civil Engineer / Project Manager – Water and Wastewater for a direct-hire opportunity in Jacksonville, Texas. This position is designed for an active Texas Professional Engineer with water/wastewater, municipal infrastructure, utility or public-works experience who is ready to take technical and project ownership from engineering design through bidding, construction support and project delivery.

The engineer will work on infrastructure serving municipalities, rural water supply corporations and public-sector utility clients throughout Texas. Projects may include water distribution systems, wells, elevated storage tanks, treatment plants and related utility infrastructure. The position combines hands-on engineering, project management, client interaction and long-term growth potential.

COMPENSATION

  • $101,000-$120,000 base salary
  • Performance-based bonus potential of approximately 50%-100% of base salary
  • Recent annual bonus performance has reached 100%
  • Potential total annual compensation up to approximately $240,000

WORK ARRANGEMENT

  • Hybrid
  • Approximately 2-3 days per week in the office
  • Remote work based on project needs
  • Travel throughout Texas based on project needs

WATER & WASTEWATER ENGINEERING

  • Review, design and sign/seal civil engineering plans
  • Lead water and wastewater infrastructure projects
  • Support water distribution systems, wells, storage tanks/towers, treatment plants and related municipal utility systems
  • Provide technical ownership across engineering design and project delivery

PROJECT MANAGEMENT

  • Lead projects through engineering design, bidding, client coordination, construction support and delivery
  • Develop bid packages
  • Support public bidding processes
  • Review contractor submissions
  • Assist clients throughout project execution
  • Coordinate with in-house drafting resources
  • Provide technical direction for project production

CLIENT & FIELD RESPONSIBILITIES

  • Serve as an engineering point of contact for clients and stakeholders
  • Participate in client meetings and board meetings
  • Participate in field visits and site inspections
  • Travel throughout Texas for project needs

Requirements

  • Current, active Professional Engineer (PE) license in the State of Texas with ability to review and seal plans REQUIRED
  • Bachelor's degree in Civil Engineering REQUIRED
  • 6+ years of civil engineering experience with water/wastewater, municipal infrastructure, utility or public-works project experience REQUIRED
  • Proven project-management experience covering engineering design, bidding, client coordination, construction support and project delivery REQUIRED
  • Valid driver's license and ability to travel throughout Texas REQUIRED
  • Strong written communication, client-facing, organizational and project-management skills REQUIRED

PREFERRED / NICE TO HAVE

  • TCEQ or other Commission on Environmental Quality submittal, permitting, regulatory-requirement and approval-workflow experience or knowledge
  • Experience supporting rural water supply corporations, municipalities, public works departments or utility clients
  • Design experience with water distribution systems, wells, towers/storage facilities and treatment plants
  • Familiarity with public-sector bidding, infrastructure funding and board-level client interaction
  • Interest or experience in business development and building client relationships
  • Established Central Texas network, particularly around Austin, Taylor, Pflugerville or surrounding communities
  • Experience mentoring, leading or supervising EITs, junior engineers, technicians or drafting staff
  • Working proficiency with AutoCAD or comparable civil design/drafting software
