Salary Range:

$92,721.40 - $109,083.99Reporting to the Senior Manager, Partnerships and Innovations, the Data and Insights Business Analyst provides high-level strategic analysis, business intelligence, and decision support to advance Council priorities and corporate objectives. The position is responsible for evaluating municipal investments, land use initiatives, housing strategies, and partnership opportunities. The Analyst serves as a vital analytical resource for senior leadership and Council, transforming complex municipal datasets into actionable insights that support strategic planning, economic development, revenue diversification, and investment readiness.

Duties Include:

• Develop business cases, financial models, highest/best use analyses, and feasibility evaluations for City-owned lands and strategic development opportunities.
• Assess alternative project delivery mechanisms and funding structures, including public-private partnerships, joint ventures, leases and sales.
• Conduct advanced spatial analysis and GIS-based assessments to guide infrastructure investment, redevelopment opportunities, and strategic land use growth.
• Monitor demographic indicators, housing data, development trends, and municipal bylaws to unlock revenue-generation opportunities and support business attraction.
• Design, implement, and maintain organizational performance dashboards and KPIs aligned with corporate goals.
• Standardize and integrate cross-departmental data (servicing, land use, infrastructure) while driving overall data quality and accessibility.
• Prepare reports, presentations, briefing notes, Council reports, and recommendations for senior leadership, Council, and external partners.
• Assess and support development agreements, partnership agreements, land transactions, and strategic initiatives involving public, private, Indigenous, non-profit, and institutional partners.
• Monitor project performance and update financial projections, risk assessments, business cases, performance indicators, and investment analyses as initiatives advance.
• Performs other duties as required.
• All persons employed by the City of Vernon will be required to assist the City in providing emergency services.  Duties assigned during an emergency may differ from regular duties.

Required Education and Experience:

• Degree in Data Analytics, Economics, Urban Planning, Business Administration, Computer Science, or a related quantitative field.
• Minimum five (5) years of progressively responsible experience in economic development, municipal planning, business analysis, strategic planning, finance, development economics, real estate, or a related field. A combination of education and experience will be considered.
• Proven experience developing financial models, business cases, investment analyses, and strategic recommendations.
• Demonstrated proficiency with GIS/spatial analysis tools, and data visualization platforms.
• Exceptional track record of translating complex analytical datasets into strategic recommendations for senior decision-makers.
• Ability to handle highly confidential information.
• Valid BC Class 5 Driver's Licence.
• An equivalent combination of education and experience may be considered.

Required Knowledge, Skills, and Abilities:

• Strong knowledge of municipal government operations, economic development, land use planning, housing policy, and development processes.
• Advanced analytical, financial modeling, and quantitative research skills.
• Proficiency in GIS platforms, spatial analysis techniques, and data visualization tools.
• Strong understanding of development economics, investment attraction, real estate analysis, assessment growth, and municipal finance principles.
• Ability to interpret legislation, bylaws, policies, regulations, and development frameworks.
• Demonstrated ability to analyze complex information and develop practical, evidence-based recommendations.
• Exceptional written communication, presentation, and report-writing skills.
• Strong project management, organizational, and stakeholder engagement abilities.
• Ability to communicate technical information clearly to diverse audiences, including Council, senior leadership, industry partners, developers, investors, and the public.
• Demonstrated ability to build collaborative relationships across departments and with external partners.
• Self-motivated, detail-oriented, and committed to delivering high-quality work.
• Proficient in Microsoft Office Suite, database systems, GIS applications, and business intelligence software.
