About FPALMS: FP-ALMS is ADB’s long-term, bank-wide financial projection system that supports ADB in taking strategic, financial decisions by providing the bank with a tool to efficiently plan and allocate future operations and assess the projected impact on ADB’s balance sheet, income and other key ratios. This role will be a part of ADB’s initiative to replace the current design of the projection system (based on Excel files, sophisticated VB code and underlying Oracle database tables) with scalable, state-of-the-art architecture based on the Azure Data Ecosystem in combination with customized Python code. Key activities in this project will be:
- Streamlining Financial Projection Processes: Transition from individual Excel/VBA-based financial models to a unified, web
based platform that integrates all ADB-managed funds into one consolidated financial model.
- Reprogramming of the current VBA and Excel-formula based logic in Python.
- Upgrade of Treasury’s existing data mart to store additional information, such as projection results and assumptions.
- Data Integration Automation: Implement automated interface jobs to seamlessly retrieve data from various sources.
- Enabling parallel scenario computation.
- Creation of a web-based, ADB-wide assumptions hub where individual departments/divisions update and maintain their
assumptions required for financial projections.
- Modernization of reporting processes and designs using PowerBI or Tableau.
About the Role: The Senior Data Scientist will be responsible for designing and implementing advanced analytics solutions, including machine learning models and Generative AI applications. The role also includes data engineering tasks, such as building data pipelines, and data visualization responsibilities using tools like Power BI. The candidate will work closely with cross-functional teams to deliver actionable insights and support data-driven decision-making across the organization. Scope of Work and Responsibilities
- Design and develop machine learning models and Generative AI applications.
- Perform data analysis and statistical modeling to extract insights.
- Build and maintain scalable data pipelines and ETL processes.
- Create interactive dashboards and reports using Power BI.
- Collaborate with stakeholders to understand data requirements.
- Ensure data quality and integrity through validation and quality checks.
- Stay updated with the latest trends in data science and visualization.
- Perform other relevant tasks as assigned.

Requirement and Qualification (Education & Work Experience) Educational Requirements: Graduate of a Bachelor of Science in Data Science, Statistics, Information Technology, Engineering, or other related fields. Advanced degrees or certifications in machine learning or AI are an advantage. Relevant Experience and Other Requirements:
- At least five (5) years of experience in data science or related roles.
- Experience in machine learning, statistical modeling, and Generative AI.
- Proficiency in Python, R, SQL, and data visualization tools like Power BI.
- Experience in building and maintaining data pipelines.
- Familiarity with cloud platforms such as Azure or AWS.
- Strong analytical and problem-solving skills.

- Experience working in Agile teams and with cross-functional stakeholders.
- Ability to work with senior executives from diverse cultures.
- Excellent oral and written communication skills in English.
Reporting and Coordination
- The Senior Data Scientist will report to the Project Manager and/or designated staff. The Data Scientist will work closely with
business stakeholders, data analysts, analytics engineers, and other teams within the organization.

- Work arrangement discussion and an opportunity for the candidate to ask questions
- Hybrid, requiring employees to report onsite three times a week. If the user unit requires contractors to report to HQ, compliance is
mandatory.
- Work Schedule is from 8:00AM – 5:00PM Manila Time.
Agency Personnel Equipment as a Service (For Project-Based Contractor) This is a project-based contractor role that requires the provision of a laptop as specified below. The IDIQ Agency shall be responsible for providing, maintaining, replacing, and refreshing the required equipment for the full duration of the contractor’s engagement. All equipment must comply with ADB-prescribed models, specifications, and cybersecurity requirements. The cost of the laptop and any required peripherals shall be included as part of the Agency’s monthly billing rate and service margin. The Agency shall provide the final equipment quotation during rate confirmation or onboarding. ADB will only accept a single consolidated monthly invoice covering both the contractor services and equipment costs. No separate reimbursement or additional charges for the laptop or peripherals will be allowed. The equipment shall remain the property of the Agency. No termination, recovery, or penalty fees shall apply if ADB ends the contractor engagement before the contract term expires. If there are delays in equipment delivery, the Agency must provide temporary replacement equipment or spare devices to ensure the contractor can begin work from Day 1. Temporary workarounds, including virtual desktop environments, may be used for up to two (2) months if the temporary device does not fully meet ADB specifications. Except under exceptional circumstances, ADB-issued laptops will not be provided.
