Location: CSM Fort Washington Facility, MD (Hybrid – Onsite and Telework)
Clearance: Active Top-Secret clearance with SCI eligibility required
Education: MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work related)
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
- Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
- Master position tasks within 60 days and exceed requirements within 90 days.
- Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
- Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Responsibilities:
The Financial Analyst SME with HR Expertise who possesses Senior level knowledge in Financial and Human Resource management, supports the Secretary of the Air Force Office of Completion (SAF/OC), Concepts, Development and Management Office (CDM) Cyber Capabilities Support Office (CCSO) a research and development (R&D) driven technology and development and operational support activity under the cognizance of the United Sates Air Force (USAF). CCSO develops solutions to hard problems to facilitate national success in the Offensive Cyber Operations (OCO) domain. By utilizing a unique blend of technology, intelligence, and operations subject matter experts (SMEs) in a quick reaction capability (QRC) environment, CCSO develops focused capabilities to enable the achievement of Combatant Command (COCOM) mission objectives across all phases of combat. Per PWS section 1.3.3.2 Resource Planning, Programming, and Budgeting, Accounting and Financial Support, and section 1.3.10.4 Human Resource Admiration, specific responsibilities include but are not limited to:
- Analyze planning/programming guidance and policies and disseminate PPBE timelines and as well as anticipated timeframes for associated data calls.
- Verify and report accuracy of data in DoD/DAF financial systems (e.g., ABIDES, ASARs, etc.).
- Document, record, track, and update enterprise financial/resources data.
- Compile and review program spend plans and weekly financial products. Recommend remediation for any issues noted
- Inform the HAF/SAF TMT taskers on the full spectrum of the PPBE activities. Development of budgetary briefings and information to support CDM internal reviews (i.e., Mid-year and EOY financial reviews).
- Validate, monitor, and maintain finance and/or accounting records and specialized ledgers to accurately record and report on status of funds or payment processing.
- Reconcile electronic interfaces to general ledger from other systems. Prepare/post journal vouchers.
- Reconcile subsidiary ledgers to control/summary accounts.
- Assist in allocating, managing, and accounting for all Civilian and Military Personnel assigned.
- Assist in program, budget, and execution of the formulation for manpower management analysis.
- Act as a liaison to service personnel and manpower offices.
- Organize, maintain, and update short- and long-term plans for the organization.
- Assist in providing programming, budgeting, and execution formulation for manpower management analysis to include Organizational and Authorization Change Requests.
- Formulate and advise in the completion of HR actions to meet operational requirements to include Recruit Fill, Reassignment, Transfer, Detail, Promotion, and Resignation actions.
- Maintain and update suspense files on HR actions.
- Manage the HR correspondence, directives, SOPs, and guidance.
- Assist CCSO Managers in coordinating, reviewing, and finalizing position descriptions, core documents, job analysis worksheets, and building complete personnel packages.
- Ensure Memorandums of Agreements (MOAs) and Memorandum of Understandings (MOUs) are updated or revised at least annually, or as otherwise required by the MOA/MOU, and copies are maintained in a network accessible manner, when allowed by security requirements per DoDI 4000.19.
- Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving. Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Qualifications:
- The candidate must have the following qualifications:
- Minimum of fifteen (15) years of related work experience.
- Minimum of ten (10) specific work-related experience in support of a DoW component.
- Minimum five years of experience within the DoW which shows the ability to perform duties supporting the DoW PPB processes.
- Minimum of five years of experience in workforce management, to include: Recruit Fill, Reassignment, Transfer, Detail, Promotion, and Resignation actions. and management of civilian force development processes.
- Ability to work on multiple high-priority tasks in a fast-paced environment.
- Superior attention to detail
The following qualifications are desired:
- Knowledgeable and skilled in applying Generative AI.
- PPBE and/or HR experience in support the Air Force.
- Any of the following certifications:: DAWIA Business-Financial Management Level 2 or equivalent (Certified Government Financial Manager (CGFM), Project Management Professional (PMP), Certified Management Accountant (CMA), Certified Defense Financial Manager - (CDFM)) or Certified Public Accountant (CPA), HR Management Certifications.
- MOA/MOU administrative experience.
Travel: Vicinity travel within the NCR and occasional long-distance travel outside the NCR
