Job Title – Project Manager – Polymer Facility Projects (Oman)

Location – Muscat, Sultanate of Oman (with travel to site, client facilities and vendor locations as required)

Reports To – Operations Director

Position Summary

This role sits on a Design, Build, Operate, Transfer (DBOT) polymer injection facility programme for a major Oman national oil company. The scope runs from concept and FEED through detailed design, procurement, construction and commissioning, into the Initial Operation Period and steady-state Operate phase, and ultimately to Transfer to the client. Much of the work is executed on or adjacent to live producing fields, so interface management, brownfield tie-in planning and close coordination with the client's Operations, Engineering and HSE functions run through everything we do. Detailed design and physical construction are delivered through an EPC partner under our technical direction; Polymer Experts Oman remains fully accountable to the client for the outcome.

We are looking for a Project Manager to take full delivery accountability for our DBOT polymer injection facility projects for the client — from concept through commissioning, into the Operate phase and on to Transfer. You will be the primary interface with the client, hold EPC contractor(s) to account, and own the interface between new facilities and the client's existing production, injection and utility infrastructure. All roles on this programme are offered on an expatriate package, single status, based in the Sultanate of Oman.

Key Responsibilities

  • Lead delivery end to end — concept, FEED, detailed design, procurement, construction, commissioning, Initial Operation Period and steady-state Operate.
  • Own the Project Execution Plan: scope definition, DBOT contracting strategy, schedule baseline, cost baseline and risk management framework.
  • Act as primary interface with the client's Company Representative, Contract Holder, Technical Authorities and Asset teams, with formal contractual correspondence handled through the client's mandated contract platform.
  • Hold EPC contractor(s) and key subcontractors to account on schedule, cost, quality and HSE; chair progress, interface and technical reviews; lead variations, Technical Queries and claims.
  • Own the Contract Interface Management Plan and Interface Register covering every tie-in into the client's live systems and every other contractor working the same field area.
  • Ensure brownfield tie-in, shutdown and isolation work is planned and executed to the client's Permit to Work, isolation and Management of Change requirements.
  • Own the Level 1–4 integrated schedule and cost baseline, VOWD tracking, cash flow forecasting and monthly KPI reporting to the client.
  • Drive a zero-defect handover, then manage the pre-start-up audit, system completion and take-over milestones, IOP, the Operate phase and eventual Transfer.
  • Build and lead a multi-disciplined project team across engineering, construction, commissioning, quality, HSE, interfaces and controls.

Qualifications

  • Engineering degree (chemical, mechanical, petroleum or related) and 20+ years' experience overall, including 10+ years in project management and control.
  • Delivery of at least three comparable oil and gas projects, with a track record taking DBOT, Lease, EPC or multi-package capital projects from concept to handover and into an Operate phase.
  • Hands-on experience managing EPC subcontractors and multi-party contracting structures, including performance management, claims and dispute mitigation.
  • Demonstrated experience planning and executing brownfield interface and tie-in works safely on or adjacent to live process facilities.
  • Command of project planning and controls reporting — S-curves, EVM, VOWD, cost and cash flow forecasting.
  • Working knowledge of ISO 9001 quality management and ISO 45001 HSE standards, and project quality planning.
  • Visible safety leadership and a sound grasp of risk assessment and risk management.

Preferred Qualifications

  • Polymer flooding, EOR or produced water / injection facility project experience, ideally at least one delivered under a DBOT or Lease/Operate structure.
  • Prior delivery for or with an Oman or GCC national oil company, and familiarity with NOC contracting, HSE and technical standards.
  • PMP (PMI) or APM accreditation.
  • Master's degree or MBA.
  • Arabic language skills.
