Job Title: Project Manager / Contractor Lead

Location: Onsite - DHS CISA, Arlington, VA; include 4200 Wilson Boulevard, Arlington VA and 4601 N. Fairfax Drive, Arlington, VA 22203.

Work Schedule: On-site; Monday through Friday

Security Requirements: Must successfully complete required DHS/CISA background investigation, able to obtain and maintain DHS Public Trust Clearance.

Work Authorization: U.S. citizenship required for DHS IT system access. Must be authorized to work in the United States.

AttainX is seeking an experienced Project Manager/Contractor Lead to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Critical Infrastructure Collaboration Platform (CICP). This key personnel role serves as the primary point of contact. The position leads modernization and sustainment of a platform supporting critical infrastructure risk analysis, geospatial visualization, and secure collaboration.

Qualifications and Education Requirements:

  • A minimum of 5 years of experience in IT project management.
  • A bachelor’s or master’s degree in management, engineering, computer science, or information systems; alternatively, ten (10) additional years of relevant experience may substitute for a bachelor’s degree, for a total of at least fifteen (15) years of experience, including the required five (5) years in IT project management.
  • Experience executing and managing IT programs, including direct experience leading and delivering IT solutions within DHS.
  • Experience applying agile methodologies, including backlog management, sprint planning, and iterative delivery.
  • Experience with cloud projects or legacy system modernization, including application programming interface (API) integration and microservices.
  • At least one certification in ITIL (v3 or v4), project management (such as Project Management Professional [PMP]), or Agile (such as Scrum Master).
  • Ability to read, write, speak, and understand English to manage contract activities and communicate effectively with Government stakeholders.
  • Ability to manage project schedules, resources, budgets, risks, issues, performance measures, and technical deliverables across multidisciplinary teams.
  • Ability to coordinate compliance with DHS/CISA requirements for cybersecurity, privacy, Protected Critical Infrastructure Information (PCII), enterprise architecture, and Section 508 accessibility.
  • Ability to satisfy Government key personnel approval, background investigation, badging, system access, nondisclosure, and information protection requirements.
  • Must be a U.S. Citizen with the ability to obtain and maintain a DHS Public Trust clearance.

Job Duties:

The Project Manager/Contractor Lead directs contract performance and coordinates delivery across project management, transformation support, digital solution development, enterprise data and analytics, and operations and sustainment. Responsibilities include:

  • Lead all work under the SOW, manage the team, and serve as the primary contact for the CO and COR on performance, deliverables, schedules, and technical issues.
  • Assume project management responsibilities; develop and maintain the Project Management Plan, integrated schedules, milestones, and project documentation.
  • Coordinate with CISA leadership, mission stakeholders, and technical teams to align delivery with operational needs, modernization goals, and enterprise integration requirements.
  • Direct agile execution through backlog prioritization, sprint planning, iterative delivery, and milestone reviews; coordinate cloud modernization, API integration, and microservices activities.
  • Oversee the system assessment of cloud infrastructure, software, data flows, and integrations; coordinate analysis of technical debt, vulnerabilities, performance bottlenecks, and modernization options.
  • Develop and maintain a phased modernization roadmap, cost-benefit and risk analyses, milestone decision points, and measurable success criteria.
  • Monitor performance metrics and deliver monthly status reports, risk registers, and executive briefings. Submit weekly status reports and quad charts.
  • Identify, assess, track, and mitigate project risks and issues, including multi-cloud deployment, modernization, and artificial intelligence/machine learning integration risks; escalate matters requiring Government decisions.
  • Monitor resource allocation and budget execution, track dependencies, and address delivery variances to support efficient use of funding and personnel.
  • Implement change and configuration management processes to control and document changes to requirements and system architecture.
  • Coordinate compliance with applicable Federal, DHS, and CISA requirements, including PCII handling, cybersecurity, privacy, enterprise architecture, and Section 508 accessibility; support authorization to operate (ATO) activities.
  • Oversee preparation and timely submission of contract deliverables, including stakeholder reports, meeting minutes, briefings, user guides, training materials, and technical documentation.
  • Coordinate development, data management, migration, testing, deployment, and operational support activities to maintain service continuity and protect data integrity.
  • 24-hour response to the COR and provide weekly reports by Monday at 2:00 PM EST.
  • Maintain knowledge repositories and current documentation to support onboarding, knowledge transfer, and transition; ensure contractor personnel follow applicable Government safety and security policies.

Work Environment:

Work is performed on-site at CISA locations in Arlington, VA, in an office environment with generally moderate noise. Work hours are generally 8:00 a.m. to 4:00 p.m. Eastern Time, Monday through Friday, with core availability from 9:00 a.m. to 3:00 p.m. The Project Manager must also be available to the COR by telephone from 9:00 a.m. to 5:00 p.m. Eastern Time. Occasional work outside normal hours, including weekends and holidays, may be required for crisis response or critical IT issues.
