Primary Duties and Responsibilities: Mathematica is seeking an experienced Public Health Cloud Architect to help transform how our clients collect, exchange, manage, and use critical health data. This is an ideal opportunity for a cloud architect who enjoys both strategic solution design and hands-on implementation, and who is passionate about applying modern cloud technologies to solve meaningful public health challenges.
Responsibilities:
- Lead the architecture, design, and implementation of cloud-native solutions supporting public health and other social policy domains aligned with Mathematica's mission.
- Establish and promote cloud architecture standards, reusable solution patterns, Infrastructure-as-Code approaches, DevSecOps practices, and responsible AI design principles that improve delivery consistency, operational excellence, security, innovation, and long-term sustainability.
- Design and implement standards-based interoperability solutions using FHIR, HL7, CDA/CCDA, and related healthcare data standards to enable secure and scalable data exchange.
- Architect scalable AWS-based data platforms, including data lakes, data warehouses, metadata repositories, and integration services, using technologies such as HealthLake, S3, Lambda, Glue, Athena, Redshift, API Gateway, and ECS/EKS.
- Lead the design and implementation of data ingestion, ETL/ELT, and data transformation frameworks that integrate data from clinical, claims, laboratory, public health, and other health-related data sources
- Collaborate with domain experts such as public health clients, epidemiologists, program staff, data stewards to translate mission needs and business requirements into scalable technical solutions
- Provide technical leadership and mentorship to cloud engineers, developers, data engineers, and solution architects through architecture guidance, design reviews, code reviews, and troubleshooting support.
Required Qualifications:
At least 5 years of relevant experience demonstrating:
- Hands-on experience designing and implementing solutions using AWS services such as HealthLake, S3, Lambda, Glue, Athena, Redshift, API Gateway, ECS/EKS
- Hands-on experience implementing FHIR-based solutions using AWS HealthLake, HAPI FHIR, or other FHIR server technologies. FHIR APIs, implementation guides, and standards-based exchange experience are strongly preferred.
- Experience transforming, validating, mapping, and exchanging healthcare data using health data standards such as such as FHIR, HL7, CDA/CCDA, etc.
- Design data ingestion and ETL/ELT pipelines, data lakes or warehouses, metadata-management capabilities, and entity or master-data-management solutions.
- Experience using Terraform, OpenTofu, AWS CDK, CloudFormation, or comparable Infrastructure as Code tools.
- Designing and implementing secure cloud architectures, including identity and access management, encryption, network security, logging, and controls appropriate for sensitive health data
- Experience developing Python and/or other modern programming languages used in cloud-native applications.
- Lead technical workstreams by translating business needs into solution designs, sequencing implementation activities, coordinating with delivery teams, and communicating technical decisions, risks, and dependencies.
Communicate effectively with technical teams, public health subject-matter experts, client leaders, and other stakeholders.
Preferred Qualifications:
Direct experience working within CDC data ecosystems, particularly:
- One CDC Data Platform (1CDP)
- Enterprise Data Analytics and Visualization (EDAV)
- Experience supporting or partnering with state, tribal, territorial, or local public health agencies.
- Experience with Microsoft Azure and multi-cloud environments.
- AWS Certified Solutions Architect Professional
- AWS Certified Security Specialty
- Experience supporting Authority to Operate (ATO), FedRAMP, or other regulated cloud environments.
- Experience implementing data governance, data cataloging, metadata management, master data management, or data quality solutions.
- Experience designing or implementing AI/ML or generative AI solutions using healthcare or public health data within secure and governed environments.
This position offers an anticipated base salary of $105,000- $140,000 annually. This position is eligible for an annual discretionary bonus based on individual and company performance.
