Overview

Ramos CS, now part of Colliers Engineering & Design, is an engineering, program, and construction management firm providing quality transit, transportation, and infrastructure consulting services on public projects across the Western United States. We focus our solutions on mobility-related projects that serve the needs of our communities within the municipal, transit, transportation, airport, and port sectors.

With a staff of diversified, licensed professionals, our philosophy stems from the idea that successful project execution starts with people.

We are seeking a Project Controls Manager to lead the project controls function for the Construction Management team serving as Owner's Representative on an LA Metro light rail transit project. The Project Controls Manager is accountable for the cost, schedule, estimating, and reporting functions that give Metro an accurate, current view of project performance. This role reviews and analyzes contractor schedules and cost data, develops independent cost estimates, and prepares Metro's monthly and executive reporting in accordance with the Construction Management Manual, Metro's project controls procedures, and all governing contract documents.

Responsibilities

  • Leads project controls for the Construction Management team, including cost control, scheduling, estimating, forecasting, and performance reporting.
  • Reviews contractor baseline schedules, monthly schedule updates, recovery schedules, and time impact analyses for compliance with contract requirements and CPM scheduling best practices.
  • Maintains the project master schedule, monitors critical path, float consumption, and milestone performance, and identifies schedule risk early.
  • Develops independent cost estimates for change orders, claims, and contract modifications, and supports negotiation of cost and time.
  • Establishes and maintains project budgets, cost forecasts, estimates at completion, cash flow projections, and contingency drawdown tracking.
  • Applies earned value management to measure cost and schedule performance, and reports variances with root cause and corrective actions.
  • Reviews schedules of values and contractor progress payment applications for accuracy against work in place.
  • Prepares monthly progress reports, executive dashboards, and funding agency reporting, including FTA requirements as applicable.
  • Maintains the project risk register and supports quantitative cost and schedule risk analysis.
  • Supports the change management process, including change logs, trend tracking, and cost and schedule impact analysis.
  • Coordinates with Metro project controls staff, the Resident Engineer, and the contractor to align cost and schedule data across the project.
  • Supervises and mentors schedulers, cost engineers, and estimators assigned to the project.
  • Supports claims analysis, dispute resolution, and contract closeout.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, or a related technical field required.
  • 10+ years of project controls experience on transit projects, such as light rail, heavy rail, commuter rail, or bus rapid transit.
  • Demonstrated experience with cost estimating methodologies, including independent cost estimates and change order estimating.
  • Advanced proficiency in Primavera P6 and CPM scheduling, including schedule review and time impact analysis.
  • Experience with earned value management, cost forecasting, and executive-level project reporting.
  • Owner, program management, or construction management experience on public agency projects strongly preferred; LA Metro experience is a plus.
  • Professional certification preferred, such as AACE (PSP, CCP, DRMP, or CEP), PMP, or PE.
  • Strong written and verbal communication skills, including presenting to agency leadership.
  • Must be able to work on-site full-time in the Los Angeles area.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Compensation: $170,000 to $210,000 per year (depending on qualifications)
