Summary: We are looking for a candidate to provide advanced data engineering expertise to support HITU modernization initiatives and enterprise data management capabilities. This role is responsible for designing, developing, and maintaining secure, scalable, and reliable data solutions that enable reporting, analytics, decision support, and operational insight across clinical, administrative, and business functions. The Data Engineer supports the development of data integration frameworks, pipelines, and data architectures to ensure that organizational data is accessible, accurate, and aligned with HITU’s strategic objectives. All technical activities are performed within authorized Government-managed platforms and environments under Government oversight and approval.

Duties and Responsibilities:

  • Design, develop, and maintain robust data pipelines and integration processes that collect, transform, validate, and store data from a variety of internal and external sources.
  • Support enterprise analytics and reporting initiatives by optimizing database structures, data models, and data storage solutions for performance and scalability.
  • Implement data quality controls, validation procedures, and reconciliation processes to improve the accuracy, consistency, and reliability of organizational data assets.
  • Facilitate the integration of clinical, operational, and administrative datasets in support of enterprise reporting and analytics requirements.
  • Collaborate with Data Strategists, Data Analysts, Data Scientists, and Solution Developers to support business intelligence, reporting, and analytics initiatives.
  • Develop and maintain technical documentation for data architectures, data flows, transformation logic, integration processes, and system dependencies.
  • Support data governance activities, including metadata management, data lineage documentation, auditing, and compliance monitoring.
  • Ensure data solutions comply with applicable federal security, privacy, records management, and data governance requirements.
  • Analyze and troubleshoot data-related issues, identify root causes, and recommend corrective actions to support operational continuity and performance.
  • Assist with the development and implementation of data standards and best practices that promote consistency and interoperability across the HITU data environment.

Required Knowledge, Skills, and Abilities:

  • Extensive experience with SQL, relational database technologies, data modeling, and database optimization.
  • Demonstrated experience designing and implementing ETL/ELT processes, data integration solutions, and automated data workflows.
  • Knowledge of cloud-based data platforms, enterprise analytics environments, and modern data architecture concepts.
  • Understanding of healthcare, Health IT, or large-scale enterprise data environments and associated data management challenges.
  • Strong analytical, troubleshooting, and problem-solving abilities with a focus on data quality and integrity.
  • Experience developing and maintaining data documentation, technical specifications, and process workflows.
  • Familiarity with data governance principles, metadata management, auditability, and data lineage practices.
  • Ability to communicate technical concepts effectively to both technical and non-technical stakeholders.
  • Strong collaboration skills and the ability to work effectively in cross-functional teams supporting enterprise data initiatives.
  • U.S. Citizenship required.
  • Ability to obtain a DHS Public Trust Clearance.

Operating Environment: This position supports enterprise data engineering, analytics, and integration initiatives within Government-managed platforms and environments. Responsibilities include the design, development, implementation, and maintenance of approved data solutions under Government oversight. The role does not exercise operational control over Government systems and performs all activities in accordance with established security, privacy, and governance requirements.
