Jasara Program Management Company (Jasara PMC) is a leading Joint Venture between Public Investment Fund (PIF), Jacobs, and Saudi Aramco, established to deliver world-class program management services across the Kingdom of Saudi Arabia. Jasara plays a key role in supporting the realization of Saudi Vision 2030, particularly in delivering giga-projects and large-scale infrastructure developments.

We are seeking a Senior Manager - Project Controls (Commercial & Financial) to join JASARA PMC. This role will lead all financial, commercial, cost management, forecasting, and earned value reporting activities across assigned projects or programs. Responsible for providing leadership with accurate financial performance insights, commercial analytics, budget governance, and cost-related decision support.

Key Responsibilities

  • Lead cost management, budgeting, forecasting, and financial performance reporting across the assigned portfolio.
  • Establish and maintain project cost baselines, budgets, contingencies, and funding allocations.
  • Develop and manage Earned Value Management (EVM) systems and reporting.
  • Monitor cost performance indices, productivity metrics, cash flow forecasts, and financial KPIs.
  • Provide monthly and executive-level cost, commercial, and financial reports.
  • Lead commercial reporting and support contract administration teams on commercial performance matters.
  • Review contractor applications, change requests, variation orders, and commercial claims from a controls perspective.
  • Partner with Finance, Procurement, and Commercial teams to ensure alignment of project financial reporting.
  • Analyze budget variances and develop mitigation and recovery actions.
  • Provide financial scenario planning and trend analysis to support strategic decision-making.
  • Ensure compliance with governance frameworks relating to cost control, budget approvals, delegated authorities, and financial reporting.
  • Support business case evaluations, investment reviews, and funding approvals.
  • Challenge contractor cost data and validate financial reporting accuracy.
  • Develop dashboards and automated reporting solutions through Power BI and enterprise systems.

  • Bachelor’s Degree and/or postgraduate qualification in Engineering, Architecture Construction Management, Business Management or relevant field of study.
  • 10 - 15 years’ relevant project controls experience, leadership, direction and technical expertise to manage complex tasks and multi-discipline projects.
  • Regional experience preferred
  • In-depth knowledge of project controls as applied in major construction environments.
  • Demonstrate proficient use of enterprise-level management software such as PRISM, Primavera P6, Aconex, ARM, PowerBI or similar systems
  • Significant discipline/industry presence recognized and valued by industry peers as an authority able to work with teams to solve technical problems and achieve a high level of assurance on project deliverables.
  • Strong communication skills to articulate a clear technical direction to senior stakeholders
  • Significant experience required in development, implementation, and management of business systems, including policies and procedures applicable to the role and across the project.
