Full description

Functional Subject Matter Expert (SME), FPDS-Remote

Why you want to work at Flexion:

We’re looking for a Functional SME with an unwavering passion for working on meaningful, easy-to-use applications. Most of the work we do is on large-scale, enterprise-wide systems (both commercial and government)—this project in particular will help ensure the uninterrupted, secure, and compliant operation of critical federal acquisition and assistance systems.

At Flexion (an agile software company that’s been delivering excellence for over 25 years), our company culture is built on autonomy, trust, and transparency. We empower teams to remain self-sufficient and self-directed by hiring people who can solve complex problems through collaboration—this means lending a hand and flexing your multi-skilled muscles (requirements, data, and change coordination, etc.) as needed. Every member of a cross-functional team is a leader who takes responsibility for the entire team’s success, mirroring the company’s overall low-bureaucracy structure.

We believe that growth comes from working together, and that includes supporting each other through thoughtful, constructive feedback. Flexion team members are expected to help each other grow, challenge ideas respectfully, and integrate feedback as a normal part of the workday.

What the job looks like:

You’ll be part of a multi-disciplinary, agile application development team tasked with operating and enhancing the Federal Procurement Data System (FPDS), serving as the team’s functional expert on how the system works and why.

  • Serve as the functional subject matter expert for FPDS, helping the team and stakeholders understand system behavior, business rules, data flows, and how the system fits into the bigger picture of federal acquisition.
  • Write and maintain functional requirements documents that capture business needs, rules, and acceptance criteria clearly enough for engineers and testers to act on.
  • Support change management for the system: assess the functional impact of proposed changes, document them, and help coordinate communication, readiness, and rollout with stakeholders and users.
  • Provide database support: investigate and troubleshoot data issues using SQL, validate data accuracy and integrity, and help trace discrepancies back to root causes.
  • Analyze reported problems to identify root causes, patterns, and potential business impacts, and differentiate between defects, enhancement requests, training needs, and configuration issues.
  • Coordinate with technical teams to ensure issues and changes are well understood, including reproduction steps and acceptance criteria.
  • Communicate findings, status, and expected timelines to stakeholders and customers.
  • Validate that delivered solutions address the business need before work is closed.
  • Identify recurring issues and recommend process, product, or documentation improvements.

Why we want to hire you:

You can deliver in small pieces as you go, while still thinking about how they fit into the whole. You welcome change as a positive (instead of viewing it as “rework”) and never consider anything you deliver “final.” Although you understand that what you deliver may not be complete, you never knowingly deliver something that is wrong or of poor quality. You actively contribute to a learning team culture, offering and receiving feedback with curiosity and respect.

You have:

  • A Bachelor’s degree (or higher) or equivalent experience
  • 6+ years of related work experience
  • Deep functional knowledge of FPDS or comparable federal procurement or acquisition data systems
  • Experience writing functional requirements documents and acceptance criteria
  • Experience supporting change management on enterprise or government systems
  • Working SQL skills and experience supporting databases: querying, validating, and troubleshooting data
  • Understanding of the fundamentals of iterative development, incremental delivery, backlog management, and story definition
  • Ability to analyze information and draw conclusions by comparing and contrasting information and weighing different possible solutions
  • Ability to engage with all levels of the organization by listening, interacting, and communicating options in an efficient and impactful manner
  • Ability to work effectively with others to accomplish objectives and goals; proven success in a team-oriented environment

At Flexion, we live by these principles:

  • Speak openly and honestly with your colleagues and clients about problems and proposed solutions
  • Welcome and handle changing requirements and priorities with little or no warning
  • Collaborate online in small groups about 50% of the time
  • Encourage simple and minimal solutions that keep options open
  • Expect and vocally advocate for quality first
  • Learn new practices and techniques as the situation demands
  • Ensure the teams develop demonstrable software every week or two
  • Do what needs to be done to deliver the product or project without ego or attitude
  • Dig deep to find the root causes of problems so we can create the right solutions
  • Relentlessly improve yourself, your team, and your processes
  • Offer and welcome constructive feedback as a tool for continuous team and individual growth
  • Embrace AI assistants (e.g., ChatGPT, NotebookLM) as force multipliers to accelerate innovation, iterate faster, and maintain high-quality output.
