DUTY STATION (City, Country) : Bangui, Central African RepublicBACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the world’s largest humanitarian agency, dual-mandated to achieve food security in emergency and development contexts. To support countries in meeting SDG2, WFP Programmes must meet immediate needs while helping to establish systems and structures to address the root causes of chronic hunger and support development pathways for the most vulnerable. In fragile contexts, WFP’s Programmes must also consider conflict dynamics and aim to support peacebuilding outcomes where possible.

The Central African Republic (CAR), a least-developed country and its poorest, is impacted by historic conflicts, poor governance, and weak institutions. The compounded effects of widespread violence, socio-political instability, structural and governance deficits, and climate change have left more than half of the population in need of humanitarian assistance. Insecurity has disrupted the health and education sectors, constrained access to basic services and increased inequalities, affecting mainly the most marginalized groups (women, girls, youth, ethnic minorities). Between September 2024 and March 2025, approximately 1.97 million people (31 per cent of the analyzed population) are experiencing high levels of acute food insecurity, classified as IPC Phase 3 or above. Nearly 1.66 million people are in Crisis (IPC Phase 3), and 307,000 are facing Emergency levels (Phase 4) of food insecurity.

Within this context, WFP is expanding the digitalization of its beneficiaries, transfer, and engagement systems to improve the efficiency, accountability, and effectiveness of its programming. WFP plans to strengthen the quality of its operation by focusing on data management country-wide and key partners through the course of its CSP (2023-2027)

WFP’s CAR country office requires a Programme and policy officer to manage beneficiary data, train staff in data protection and other data-related assessments, roll out the CBT in coordination with relevant country and sub-office teams, and ensure data compliance with WFP programming.

The data analyst’s tasks include receiving and maintaining varied and poorly structured operational data, processing and generating meaningful data analysis, while ensuring that data privacy and security standards are upheld.

ACCOUNTABILITIES/RESPONSIBILITIES:

• Provide support on data management and analysis, comprising key WFP units necessary for the CBT rollout plan, and provide regular progress reports to the sub-office and CO.

• Perform a quick data check on the beneficiary’s database before importing it into SCOPE, the beneficiary data management platform.

• Set up dashboards for monitoring CBT and In-Kind distributions, retailer performance reports during distributions, and transaction reports.

• Train and strengthen colleagues' capacities in sub-offices, the country office, and partners.

• Work with the Country office team to understand and produce analytical reports to support business requirements.

• Perform data cleaning, organization and analysis and set up regular reporting dashboards.

• Perform transfer reconciliation tasks (beneficiaries, payments, payment instrument management).

• Detect operational anomalies to trigger further review.

• Perform trend analysis to promote assurances and Programme effectiveness.

• Work with other units and field offices to train users to perform tasks, access data, or generate reports within those units or field offices.

• Visualize data, making the key outputs of data analysis and sectoral assessments available to WFP CO decision-makers.

• Ensure audit trail and governance for data transformation, integration rules and outputs.

DELIVERABLES AT THE END OF THE CONTRACT :

Monthly CBT Tableau dashboard of beneficiary data, on Programme intervention. Maintaining data integrity on beneficiaries is operational and practical in Bangui. An effective nationwide rollout plan has been developed and is underway. Biographic data are duplicated monthly, verified in SCOPE, and appropriate functional identity and payment instruments are produced and distributed. Cash data assurance monitoring and reconciliation report for CO and SO every month.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education : Master’s degree in computer sciences, mathematical sciences, political sciences, or another relevant field.

Experience: At least four years of professional experience in the humanitarian/development sector with increasing responsibility, at least two of which were spent in a field location. Experience with cash programming, data analysis, dashboard reporting, and technology/information management systems is beneficial. Knowledge of WFP-used technology systems, including SCOPE, Tableau, Power BI, MODA/ODK, is advantageous.

Knowledge & Skills: Strong project management, coordination and interpersonal skills required. Ability to work with teams to integrate planning and implementation objectives. Ability to meet deadlines and work under pressure in difficult conditions with minimal supervision. Initiative, enthusiasm, creativity, and flexibility.

Languages: Working-level fluency in French and English
