Position Overview
The Commonwealth of Pennsylvania is seeking a Senior Technical Business Lead to support the Pennsylvania Emergency Management Agency (PEMA) and Office of State Fire Commissioner (OSFC) application development teams. This role bridges business needs and technical solutions, working directly with management and application teams to address IT business needs, technical issues, and application support.
Location Requirement
- Candidates should ideally reside in Harrisburg or surrounding areas.
- Hybrid position requiring onsite work at the PEMA headquarters 2–3 days per week, with flexibility as needed.
Required Skills
- 5+ years of DevOps experience
- 5+ years of Scrum/Agile/Iterative/Waterfall development
- 5+ years of IT Project Management
• 2+ years of ITSM experience, including Remedy and ServiceNow
- Strong problem-solving, analytical, and communication skills
- Ability to understand and gather client requirements
- Strong presentation skills
- Ability to gather and interpret data
- Ability to explain technical concepts to technical and non-technical stakeholders
- Knowledge of quality standards, legislation, and industry best practices
- Ability to work effectively under pressure and meet deadlines
- Experience gathering tasks and requirements with security and accessibility considerations
- Broad knowledge of technologies and applications

- Experience with application modernization projects
- Experience with COTS product adoption

Key Responsibilities
- Plan and coordinate daily stand-ups with development teams.
- Work directly with PEMA/OSFC management to solve IT business needs and problems.
- Collaborate with application teams to identify and resolve technical issues.
- Lead Incident Management and Change Management activities.
- Provide weekly status updates on projects, tasks, and initiatives.
- Maintain application inventory and application support documentation.
- Organize and maintain the PEMA/OSFC application portfolio.
- Review business requirements and collaborate with development teams on level-of-effort estimates.
- Support adoption of COTS products.
- Gather tasks and requirements while considering security and accessibility.
- Build strong relationships with clients, colleagues, and technical teams.
