This working-manager position establishes consistent business analysis practices, oversees the quality and completeness of requirements and related deliverables, manages staff assignments and workload, and ensures the Business Analyst team effectively supports client, operational, and technical needs. The Manager works closely with Project Directors, Project Managers, product teams, technical teams, and internal and external stakeholders to confirm priorities, resolve delivery concerns, and ensure Business Analyst work supports project scope, schedule, quality, and business outcomes. The position independently performs complex business analysis work and promotes consistent use of approved tools, templates, methodologies, and Software Development Life Cycle processes across projects.

Essential Functions

  • Directly supervises Business Analysts at multiple career levels who are assigned across projects or client engagements, and provides clear direction, coaching, feedback, mentoring, and professional development support.
  • Establishes performance expectations; completes performance evaluations; recognizes strong performance; and addresses performance, quality, attendance, communication, or delivery concerns in accordance with company practices.
  • Supports workforce planning, recruiting, interviewing, selection, onboarding, training, retention, cross-training, knowledge sharing, and succession planning for the Business Analyst team.
  • Assigns Business Analysts based on project needs, skills, experience, workload, and development goals; monitors team capacity across projects; and identifies staffing gaps, competing priorities, and delivery risks.
  • Partners with Project Directors and Project Managers to clarify Business Analyst responsibilities, priorities, assignments, expected deliverables, and project-specific needs, and escalates staffing, scope, quality, or delivery concerns in a timely manner.
  • Establishes, maintains, and improves business analysis standards, templates, procedures, quality criteria, and supporting guidance, and ensures consistent use of approved documentation, requirements management, work tracking, and timekeeping tools.
  • Reviews Business Analyst deliverables for clarity, completeness, consistency, traceability, testability, and alignment with approved scope; provides actionable feedback; and facilitates resolution of conflicting, incomplete, unclear, or changing requirements.
  • Defines and monitors practical measures for Business Analyst quality and delivery and uses the results to identify coaching, resource, or process improvement needs across projects.
  • Performs hands-on business analysis for one or more assigned initiatives, including planning and conducting requirements elicitation; analyzing business needs, rules, processes, workflows, data, systems, and user interactions; and distinguishing stated requests from underlying business needs.
  • Documents and manages business, functional, nonfunctional, technical, interface, reporting, data, security, accessibility, and operational requirements, as applicable, including user stories, use cases, process flows, acceptance criteria, business rules, and requirements traceability records.
  • Facilitates requirements workshops, Joint Application Development sessions, process reviews, design reviews, backlog refinement sessions, and other stakeholder discussions, and obtains required decisions, approvals, and signoffs.
  • Works with client representatives, project, product, development, testing, infrastructure, security, support, training, and operational teams to maintain a shared understanding of requirements and to confirm proposed designs and delivered solutions address approved business needs.
  • Supports test planning, reviews test scenarios and results for requirements coverage, and supports user acceptance testing, implementation readiness, training, operational transition, and post-implementation evaluation, as assigned.
  • Maintains accurate requirements and project documentation in approved repositories; provides reliable work estimates; and communicates assumptions, decisions, risks, dependencies, changes, and delivery concerns promptly.
  • Maintains an appropriate balance between people-management duties and direct project assignments and supports proposals, demonstrations, statements of work, client presentations, and other pre-sales or organizational activities, as needed.

 QualificationsSkills and Abilities

  • Strong knowledge of business analysis practices, including requirements elicitation, analysis, documentation, validation, management, and traceability.
  • Ability to lead, coach, develop, and hold accountable Business Analysts with different levels of experience who support multiple concurrent projects.
  • Ability to independently lead complex business process and requirements analysis and translate business needs into clear, complete, testable, and traceable requirements.
  • Strong facilitation, stakeholder engagement, negotiation, and conflict-resolution skills, including the ability to reconcile competing or ambiguous needs.
  • Ability to review Business Analyst work products, identify quality gaps, and provide clear and actionable feedback.
  • Strong written and verbal communication skills, with the ability to communicate effectively with clients, executives, business users, project leaders, and technical teams.
  • Strong planning, prioritization, capacity management, and organizational skills, with the ability to balance team leadership and direct project delivery.
  • Knowledge of Agile, iterative, and traditional delivery approaches and structured Software Development Life Cycle processes.
  • Proficiency with Microsoft 365 and requirements, documentation, diagramming, collaboration, and work-management tools.
  • Sound judgment, accountability, professionalism, attention to detail, and the ability to work independently in a fast-paced, multi-client environment.

Experience

  • At least six years of progressively responsible business analysis experience, including experience independently leading complex requirements and process analysis activities.
  • At least two years of experience leading, supervising, mentoring, or providing formal work direction to Business Analysts or comparable professionals.
  • Experience supporting multiple concurrent projects, clients, products, or business areas.
  • Demonstrated experience developing user stories, acceptance criteria, use cases, process flows, business rules, and requirements traceability documentation.
  • Experience facilitating discussions with client representatives, business leaders, project teams, and technical stakeholders.
  • Experience reviewing Business Analyst deliverables and providing actionable quality feedback.
  • Experience working within structured Software Development Life Cycle processes and with Agile, iterative, or traditional delivery approaches.

Preferred Experience

  • Demonstrated experience using Artificial Intelligence (AI) tools responsibly to support appropriate business analysis activities while protecting confidential and sensitive information.
  • Experience evaluating AI-generated content for accuracy, completeness, compliance, and business suitability is required.
  • Experience with government, human services, or early childhood systems.
  • Experience with Azure DevOps or a comparable work-management or requirements platform.
  • Experience establishing or improving business analysis practice, competency model, quality review process, or reusable delivery standards.
  • Experience leading Business Analysts in a consulting, software delivery, government contracting, or multi-client environment.
  • Experience supporting proposals, demonstrations, statements of work, or pre-sales activities.

Education

  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field, or an equivalent combination of education and relevant experience.

Supervisory Responsibility This position has direct supervisory responsibility for Business Analysts at multiple career levels and may supervise employees assigned to different projects or client engagements. Supervisory responsibilities include work assignments, workload management, coaching, professional development, performance feedback, performance evaluations, corrective action support, hiring participation, onboarding, and other people-management responsibilities established by the company.

Work Environment This is a fully remote, work-from-home position with light, occasional, travel.  A suitable work area within the home and adequate Internet connectivity are required.

Position Type/Expected Hours of Work Employee should be available during standard business house.  Employee must be willing to work non-standard work hours including evening and weekends as needed.  Employee must work at least 40 hours per week to maintain full time status.

Travel Occasional travel may be expected for this position.
