[What you will be working on]
- Manage the solutioning, technical implementation, and delivery of enhancements and new features for NLB Mobile, a one-stop library app serving Singapore's diverse reading community across iOS and Android.
- Engage internal stakeholders and product owners to shape and finalise the product roadmap, incorporating emerging technologies to keep the app at the cutting edge.
- Manage Agile sprint delivery, removing blockers for the team and ensuring features are delivered on time and to a high standard of quality.
- Oversee the full release process for every app update to the iOS App Store and Google Play Store, including coordinating user acceptance testing and ensuring thorough quality assurance across all releases.
- Provide regular, structured updates to stakeholders and the product owner on project progress, risks, and issues.
- Manage the timely resolution of bugs and support incidents in adherence to SLAs, ensuring a consistently positive experience for NLB's patrons.
- Coordinate infrastructure upgrades, security patches, and platform and framework updates, while monitoring changes to dependent systems to safeguard the app's day-to-day functioning.
- Responsible for end-to-end procurement of IT services, ensuring objectivity, transparency and best value for NLB and its patrons.
- Manage the vendors and contracts to ensure that the performance of vendors and deliverables are in accordance to the tender and service level agreements.
[What we are looking for]
- Degree or Diploma in IT, Computer Science, or a related discipline, with at least 3 years of relevant experience in mobile app development or mobile app project management.
- Proven experience working in Agile development environments, with the ability to manage sprint delivery, track progress, and remove blockers effectively.
- Meticulous and well-organised, with the ability to manage multiple workstreams, stakeholders, and competing priorities concurrently.
- Strong interpersonal and communication skills, with the ability to work effectively across technical and non-technical teams and manage stakeholders.
- Experience in vendor management, , and managing outsourced development or operations teams.
- The following technical knowledge would be an added advantage:• Familiarity with mobile app development concepts, including native and cross-platform frameworks such as Flutter or React Native.
- Familiarity with cloud infrastructure, basic DevOps practices and software quality assurance practices, and test automation.
- Awareness of user experience design, mobile accessibility standards (e.g. WCAG), and inclusive design principles.
- Exposure to emerging technologies such as AI/ML, LLMs, personalisation engines, or chatbots.
- Familiarity with Government Procurement Process, IM8 guidelines and contract management would have an added advantage.
The office location is at ESR BizPark@Chai Chee. Successful candidate will be appointed on a 2-year contract.
