Full description

The Technical Project Manager will support the Texas Cyber Command on technology implementation and modernization initiatives. This role leads complex technology projects from initiation through operational transition, including enterprise software deployments, cybersecurity implementations, infrastructure modernization, cloud solutions, and system integrations. The Technical Project Manager develops project charters, implementation strategies, work plans, schedules, and governance activities to ensure successful delivery. This position serves as the primary liaison between technical teams, business stakeholders, executive leadership, vendors, and implementation partners. The role coordinates cross-functional workstreams, manages risk and issue resolution, and delivers executive-level reporting throughout the project lifecycle.

Responsibilities

  • Lead technology implementation initiatives from project initiation through operational transition.
  • Develop and manage project charters, implementation strategies, work plans, schedules, and milestones.
  • Oversee project scope, schedule, quality, resource coordination, and stakeholder engagement.
  • Coordinate cross-functional technical and business teams and manage implementation timelines.
  • Serve as primary liaison between technical teams, business stakeholders, executive leadership, vendors, and implementation partners.
  • Facilitate project planning sessions, implementation meetings, steering committee discussions, and executive reviews.
  • Monitor vendor performance, implementation milestones, contractual deliverables, and issue resolution activities.
  • Identify, evaluate, and manage project risks and develop mitigation strategies, escalating significant issues as needed.
  • Coordinate implementation readiness activities, including testing, user acceptance, deployment planning, and post-implementation stabilization.
  • Prepare and deliver executive dashboards, project status reports, milestone summaries, and risk assessments.

Requirements

Minimum Qualifications

  • 8 years of experience managing technical or software implementation projects, including independently planning, coordinating, and delivering complex technology initiatives involving cross-functional technical teams, business stakeholders, vendors, or executives.
  • 5 years of experience managing enterprise software deployments or technology implementations, including cloud solutions, infrastructure modernization, cybersecurity implementations, system integrations, or other technology transformation initiatives.
  • 5 years of experience developing and managing project charters, implementation plans, schedules, milestones, risks, issues, dependencies, change requests, and deployment readiness activities.
  • 5 years of experience coordinating cross-functional technical teams and working with vendors or implementation partners to manage deliverables, dependencies, implementation activities, and issue resolution.
  • 3 years of experience preparing executive-level project reporting, including project status reports, dashboards, milestone summaries, risk assessments, and decision-support materials.
  • 3 years of experience applying knowledge of software development lifecycles, infrastructure, cloud technologies, cybersecurity technologies, or enterprise IT environments to coordinate technical project workstreams.

Preferred Qualifications

  • 3 years of experience working within state government, municipal government, or other public-sector technology organizations.
  • 2 years of experience managing cloud migration, infrastructure modernization, enterprise software implementation, cybersecurity technology, or other technology modernization initiatives.
  • 2 years of experience coordinating software deployments, production releases, implementation readiness, or post-implementation stabilization activities.
  • 2 years of experience working in Agile, Waterfall, or hybrid project delivery environments.
  • 1 year of experience working with enterprise technology governance, project governance, portfolio management, or technology selection and prioritization processes.
  • Preferred certification: Project Management Professional (PMP), Certified ScrumMaster (CSM), or a comparable certification from a recognized project management organization.

Additional Requirements

  • Candidate must be a U.S. citizen.
  • Candidate must pass required background checks.
  • Candidate must complete required cybersecurity, privacy, and operational training prior to gaining system access.
  • Candidate must comply with Texas Cyber Command security and data-handling requirements.
  • Occasional after-hours support may be required with Texas Cyber Command approval.
  • Work must be performed from within the United States.

Work Location and Schedule

Location: 506 Dolorosa St, San Antonio, TX 78204

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays; occasional weekend, evening, or holiday work may be required with pre-approval.

Work Arrangement: Hybrid, On Site and Telework
