Procon seeks an experienced Construction Project Manager to provide design and construction project management support for multiple ongoing and planned federal facility projects throughout the National Capital Region (NCR). The position will support new construction, major renovations, and space reconfiguration projects, including work at the Nebraska Avenue Complex and St. Elizabeths West Campus. Responsibilities will include construction and building management support, project coordination, cost estimating, budgeting, scheduling, and collaboration with architecture, engineering, construction, and government stakeholder teams. The ideal candidate will have experience managing complex federal facility projects throughout the design and construction lifecycle.

Qualifications & Skills• Bachelor’s degree in Architecture, Engineering, Construction Management, or a related discipline, or a minimum of 4 years of project management experience supporting interior renovations or new construction.
- Minimum of 4 additional years of commercial construction project management experience.
- Experience managing complex new construction, major renovations, and multiple concurrent building projects.
- Strong knowledge of construction methods, scheduling, cost estimating, budgeting, and project controls.
- Experience coordinating with GSA, A/E firms, contractors, construction trades, and building suppliers.
- Proficiency in developing and managing schedules using MS Project and/or Primavera P3–P6.
- Ability to lead facility construction activities and construction progress meetings.
- Ability to electronically review and print AutoCAD documents.
- Experience with commercial projects involving systems furniture.
- Strong ability to work independently and collaboratively in fast-paced project environments.
- Familiarity with DHS facilities throughout the National Capital Region and experience with secure/SCIF spaces preferred.
- PE, PMP, or RA credential preferred.
- Minimum Secret security clearance required. Must successfully pass a DHS suitability background investigation to obtain unescorted access to DHS facilities.
Responsibilities & Duties• Serve as the primary on-site Project Manager, overseeing day-to-day project execution, budgets, schedules, quality, and contractor performance.
- Manage multiple concurrent new construction and major renovation projects for commercial and government facilities.
- Coordinate with GSA, A/E firms, contractors, construction trades, suppliers, and project stakeholders.
- Develop project cost estimates, track funding, and support budgeting, forecasting, and cost control.
- Develop and maintain project schedules using MS Project and/or Primavera P3–P6.
- Direct construction activities, monitor project progress, and lead construction progress meetings.
- Review and manage construction documents, including AutoCAD drawings.
- Support space planning, design coordination, and systems furniture requirements.
- Prepare monthly progress reports and participate in meetings with the COR, CO, and other government stakeholders.
- Provide additional project and program management support as required.
Physical RequirementsThis position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:
- Walking and standing for extended periods while performing site observations and inspections.
- Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.
- Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.
- Accessing mechanical, electrical, utility, process, and other construction areas as required.
- Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.
- Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.
- Occasionally lifting and carrying up to 25 pounds.
