Strategic Sr. Business Analyst - Cloud Expertise
GDIT is seeking an experienced Senior Business Systems Analyst with strong strategic analysis, enterprise planning, and delivery-focused functional analysis expertise to support our PPS Modernization Program. This role blends high‑level strategic capability with deep hands-on functional analysis needed for large-scale modernization, cloud migration, and process transformation initiatives.
Role Overview The Senior Business Analyst serves as a strategic advisor, translating executive priorities into actionable roadmaps while ensuring functional requirements for complex IT systems are fully defined, analyzed, and validated. This position operates across both strategic planning and system delivery workstreams—shaping early-phase initiatives, conducting business and capability modeling, and driving requirements through the full modernization lifecycle.
Key Responsibilities
Strategic Analysis & Enterprise Planning
- Collaborate with executive stakeholders to define business problems, strategic objectives, and high-level solution approaches for modernization.
- Develop and present business cases, including business process automation, analysis, and recommendations.
- Partner with Enterprise Architecture, Product Strategy, and Portfolio Governance teams to create and maintain strategic roadmaps.
- Evaluate business processes at the macro level using enterprise capability mapping, value stream analysis, and process decomposition.
- Facilitate strategic workshops, decision forums, and prioritization sessions with senior leadership.
- Shape the initial scope, objectives, and success criteria for new modernization initiatives before transition to delivery teams.
- Ensure alignment between strategy, technology, modernization goals, and organizational priorities.
- Provide expert guidance to clients recommending functional and strategic improvements.
- Deliver recommendations, analyses, and briefings to senior-level stakeholders.
- Operate effectively in ambiguous environments and shape early-phase initiatives into actionable plans.
Functional Analysis & Delivery Support
- Analyze user needs to determine functional requirements for a wide variety of projects and highlights areas of improvement.
- Utilize advanced, highly complex modeling and measuring techniques. Performs functional modeling based on requirements analysis.
- Direct functional testing of various projects or systems.
- Research, identify, and recommend resources required for task execution and completion.
- Develop new functionality or updates the existing, to meet client needs.
- Write and update project documentation including procedures, presentations, and training materials.
- Perform functional allocations to identify tasks and their inter-relationships.
- Consult with clients to determine optimum design for assigned projects.
- May provide guidance and work leadership to less-experienced analysts.
- May serve as a mentor to less experienced analysts.
- May serve as team or task lead. (Not a people manager)
- Serve as advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further investigation.
- Generate recommendations in the form of briefings, reports, and other major documents provided to senior level client personnel.
Required Skills & Experience
- Minimum 10 years of experience, including at least 8 years specialized in IT system functional analysis, preferably supporting cloud or large-scale modernization efforts.
- Demonstrated experience in strategic analysis, enterprise planning, or business consulting.
- Superior functional knowledge of modernization programs and complex, integrated IT systems.
- Strong analytical abilities (market research, financial analysis, modeling, capability assessments).
- Expertise in defining, documenting, and managing complex business rules.
- Experience using Agile tools and processes, including Jira.
- Ability to communicate complex strategy and functional concepts to senior stakeholders.
- Knowledge of enterprise business architecture, capability models, and portfolio management.
- BS degree in an IT-related field.
Nice-to-Have Skills
- Experience in Mainframe Business Process Re-engineering.
- Experience in zCloud and AWS/Azure Cloud Modernization.
- Familiarity with BPA tools and BPMN, CMN, DMN modeling.
- Experience leveraging Generative AI for documenting requirements and business rules.
- Knowledge of database technologies such as DATACOM, DB2, Azure SQL & PostgreSQL
- Experience in Agile methodology for modernization initiatives.
- MBA or related advanced degree.
- Prior experience in portfolio governance or enterprise strategy.
The likely salary range for this position is $161,500 - $218,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
