Overview

We are seeking an experienced and driven Solutions Architect to play a pivotal role in Capture and Proposal development, fully engaging in the creation of compelling artifacts while leading matrixed technical and management proposal teams. In this role, you will design and build winning proposals targeting Federal Government and Department of Defense (DoD) customers, with a primary focus on the Department of Veterans Affairs (VA) and other federal health agencies. As the Solutions Architect, you will lead in-depth assessments of customer business challenges, identifying and shaping innovative process and technology solutions that directly address mission-critical needs. You will serve as the driving force behind developing, refining, and communicating these solutions — translating complex technical concepts into clear, compelling narratives for Sales and Capture teams, customers, proposals, and executive briefings. This is a high-impact role for a strategic thinker and hands-on collaborator who thrives at the intersection of technology, innovation, and federal health mission delivery.

The Solutions Architect will:

Analyze RFP requirements, instructions, evaluation criteria and develop responsive, innovative solutions including staffing and other costs; review solutions developed by others; present solutions to internal and external clients.

Provide early customer engagement support to understand customer requirements, determine technical solution priorities, pain points, vet solution alternatives and shape the acquisition.

Influence technical requirements; coordinate/develop technical white papers; support customer calls; develop RFI/SSN responses.

Work with Capture Manager, Program Manager, and Pricing to develop solutions iteratively (including technical, management, transition, cost/estimation) in accordance with the Company Development Approach.

Review iterative solution approaches with the leadership team and subject matter experts; conduct iterative solution health assessments and include the voice of the solution in Gate reviews (Strategy, Bid, etc.).

Research current and emerging technologies and process methodologies and propose changes and tailoring where needed to ensure that Company’s proposed efficient and effective solutions that meet customer objectives.

Make decisions regarding staff assignments, follow up with individual solution architects and solution experts who develop solutions and manage execution of a small to medium sized team of employees.

Develop technical, operational, and staffing solution approaches to customer needs and challenges. Present technical solutions and concepts to customers as well as internal executives and stakeholders.

Maintain awareness of industry trends and share this understanding with internal and external stakeholders

Reduce complex, integrated technical and operational solutions to easy-to-understand graphics for use in briefings and proposals

Participate in business growth pursuits, collaborating in brainstorming sessions, reviewing proposal sections, and envisioning alternative technical solutions to support client goals

Essential Duties:

Lead the design of the technical, management and transition story, and artifacts needed to best sell the solution through our proposal.

Manage delivery of the Technical, Management and Transition Volumes through all color review stages (including recovery).

Identify where essential personnel/roles are needed to meet solicitation requirements and differentiate.

Translate solutions into effective business proposals. Evaluate and quickly identify issues, gaps and make recommendations.

Use leadership qualities to drive the technical effort across the various teams and make recommendations on critical issues under pressure.

Develop technical proposal sections (written and graphical) by assembling information to meet requirements. Edit presentations and proposal content for clarity and consistency

Lead solution design and the development of key artifacts including, but not limited to architectural models, process diagrams, concepts of operation, staffing plans etc.

Collaborate with various lines of business to identify and bring the best technical and business strategies and solutions to differentiate the company.

Contribute to teaming strategies including identifying and vetting potential partners.

Lead development of BOEs/LOEs in coordination with Pricing Lead.

Ensure alignment with win strategy and PTW and document assumptions.

Ensure proposed solution is consistent with customer architectural direction and satisfies requirements, compliance and evaluation criteria, and PTW.

Additionally, they are required to undergo specific FedRAMP training to ensure compliance with all associated controls and responsibilities in the day-to-day performance of their duties. Individuals working in departments that are considered to be in the high-risk category will be required to undergo advanced training based on their role and level of access. Individuals with access to modify data and the configuration baseline will require further training.

7+ years of experience in Federal IT and/or health-focused federal agencies such as VHA, DHA, MHS, IHS, CMS, and NIH.

7+ years of experience as a Solutions Architect or similar role in federal government legacy systems.

Experience and domain expertise in one or more of the following areas - Cloud, Cybersecurity, Software or Enterprise IT.

Well-versed in disciplines that contribute to systems engineering and possess strong skills in analysis, and solution synthesis.

Strong, effective written and verbal communication skills

Ability to translate business requirements into technical designs

Ability to work independently with minimal direct management.

Ability to identify, prioritize, and execute tasks to meet project deadlines

Education:

Required: Bachelor of Science in Computer Science, Information Technology, Cybersecurity, or related field.

In lieu of degree, 15+ years of IT experience and domain expertise in one or more of the following areas - Cloud, Cybersecurity, Software or Enterprise IT
